Regular C�ity Council Meeting <br />Monday, December 5, 2016 <br />Page 26 <br />current employees moved closer to their employment milestones or reached re- <br />tirement age. <br />With the number of part-time firefighters at 32 going into 2017, Councilmember <br />Laliberte asked if the department had achieved that number faster than anticipat- <br />ed. <br />Chief O'Neill responded that it was what had been anticipated, with at least a ten- <br />person turnover annually; adding that he had already been made aware of four <br />pending retirements coming during the first part of 2017. <br />Mayar Roe asked Chief O'Neill for a preview of the department's 2018 plan as <br />part of the multi-year transition. <br />Chief O'Neill provided a brief summary of this Phase 4 of five phases for full <br />transition of the department from part- to full-time with five positions; advising a <br />mare detailed, thirty-five to forty minute presentation and update was planned in <br />February or March of 2017 at a City Council Worksession. Chief O'Neill advised <br />that this would include background of where the department had been, how it got <br />to its current operational model, and the next or final step needed in 2018. Chief <br />O'Neill noted that the steps thus far had been cost-neutral, but reported that the <br />2018 final step would probably not be cost-neutral, and therefore would need a <br />more detailed look and decision-making by the City Council. Chief O'Neill ad- <br />vised that staff intended the presentation to the City Council before they delved <br />too deep into the 2018 budget discussions; and would provide a preview of 2018 <br />and steps beyond to ensure everyone was on the same page, and still in line with <br />the original plan to achieve that fifth phase for 24 fi.ill-time firefighters within that <br />timeline and whether or not the City Council is still comfortable with that and <br />with the department's continued rationale far that staffing level. <br />As part of that presentation, Councilmember McGehee asked that they would also <br />include options for differences in increasing to full-time staff and use of on-call <br />firefighters as required, and how that can come together. <br />Chief O'Neill duly noted that request, advising that he would provide cost infor- <br />mation associated with both. <br />Specific to the new positions requested in the Administration Department, Coun- <br />cilmember McGehee further requested that City Manager Trudgeon provide a re- <br />vised organizational chart, opining that the department appeared to her "chief <br />heavy" as proposed. <br />City Manager Trudgeon responded that the chart had- not yet been created, but ad- <br />vised that it would be shortly if tonight's request is approved. <br />:� + � <br />�� , � <br />s�; � i <br />
