Regular City Council Meeting <br />Monday, December 5, 2016 <br />Page 27 <br />Mayor Roe clarified that the idea in the requested reorganization was that direct <br />reports within the Administration Department would report to the Assistant City <br />Manager with essentially only Department Heads reporting directly to the City <br />Manager. <br />Etten moved, Willmus seconded, approval of the newly-created positions as de- <br />tailed in the RCA of today's date; and authorizing staff to begin the process of re- <br />cruiting and filling the newly-created positions, as approved with adoption of <br />2017 budget. <br />Roll Call <br />Ayes: Willmus, Etten, McGehee, Laliberte and Roe. <br />Nays: None. <br />d. Authorize Cooperative Service Agreement with the United States Depart- <br />ment of Agriculture for the Purpose of Deer Reduction <br />Parks & Recreation Director Lonnie Brokke briefly summarized this request as <br />detailed in the RCA of today's date, reporting that the agreement had been re- <br />viewed by the City Attorney, and proposed four different sites within Roseville. <br />At the request of Mayar Roe, Finance Director Miller confirmed that funds for <br />this would be taken from General Fund reserves. <br />Mayor Roe provided an opportunity for public comment on this item, with no one <br />appearing to speak. City Manager Trudgeon noted the receipt of written comment <br />on this issue from Carol Kough, provided as a bench handout attachecl hereto and <br />mczde a pczrt he�eof. <br />Willmus moved, Etten seconded, approval of a Cooperative Service Agreement <br />between the City of Roseville and the United States Department of Agriculture <br />Animal and Plant Health Inspection Service (APHIS) Wildlife Services (WS) No. <br />17 7227 8089 RV; WBS: AP.RA.RX27.72.0117 (Attachment A); and authorizing <br />the Mayor and City Manager to execute the document, contingent upon final City <br />Attorney approval. <br />Councilmember McGehee stated her opposition to this plan until the feeding ban <br />approved by the City Council had a chance to wark and animals given the oppor- <br />tunity to relocate. Councilmember McGehee also expressed her concern with the <br />timing for the shoot between January and March of 2017, at which time pregnant <br />does would be shot. <br />Mr. Brokke also assured Councilmember MeGehee that shooters were able to dif- <br />ferentiate and not shoot pregnant deer. <br />
