However, the City’s budgeting process is
not only when residents can find out how tax dollars are being spent, it’s also the time to provide
input on community spending priorities.
Like any household or business, the needs and wants of a community must be kept in
balance with what the City can afford. As part of the budget process, the City makes choices that
balance competing priorities and challenges with the ability to provide high quality services for
residents.
In order for the City Council and staff to stay in touch with community needs and provide
services that accurately reflect priorities of the citizens they serve, it’s important for residents to
provide input about how the City spends its money.
The Budget Process
The City of Roseville adopts its annual budget each December for the following fiscal year.
However, the process of crafting each budget actually begins much earlier. In fact, it’s nearly a
year round endeavor.
Priorities are identified by City departments early in the year. Those recommendations are
then reviewed by the City Manager. Reports on budget and tax levy impact items, as well as
organizational priorities for the budget, are then presented to the City Council. This process sets
the stage for the City Manager to present a recommended budget to the City Council in July and
an opportunity for residents to provide feedback about their priorities.
2016 Budget Calendar
May 16 City Council Discussion on Organizational Priorities
June 20 2017 City Council Budget Check-In
July 18 City Manager Recommended Budget presented to City Council
Aug. 15 City Council Joint Meeting with Finance Commission
Aug. 22 Preliminary Budget Hearing
Sept. 12 City Council Adoption of the Preliminary Budget and Tax Levy
Oct. 17 Continue City Council Budget Discussions
Nov. 14 City Council Review of Water and Sewer Rates
Nov. 28 Final Budget Hearing and Adoption of 2017 Water and Sewer Rates
Dec. 5 Adoption of the 2017 final budget Continued on page 5
Item #7: Attachment B
