July/August 2016 5 <br />Homeowners Tax Bill <br /> We’ve seen that only a portion of the City’s revenues come from residential property taxes, but did you know that only a portion of a Roseville <br />homeowner’s tax bill goes to the City? Depending on what area of Roseville a homeowner lives, approximately 27 percent of residential property <br />taxes go to the City. Your ideas and energy are what make Roseville <br />such a vibrant place to live, so tell us what’s important for you. <br />Did you know that the <br />majority of the City’s budget <br />is funded by sources other <br />than property taxes? <br />What is a City Budget? <br /> A city budget is an annual plan for where money is invested across the community. This plan represents the City’s commitment to provide for <br />the most important needs of the community within its revenue limits. <br /> The money collected by the City from taxes and fees along with any reserve funds used to pay for this plan, are the funding sources. Money <br />spent on materials, equipment, and salaries to provide services and facilities is called expenditures. By law, revenues and expenditures must be <br />equal in the City’s annual budget. This is a balanced budget. <br />Revenue <br /> So where do the funds that make up the City’s budget come <br />from? With so much time during the budget process devoted to <br />discussing residential property tax levy rates it would be easy to get <br />the impression that the majority of revenue comes from the City’s <br />homeowners in the form of property taxes. While residential property <br />taxes play an important role in funding the budget, it’s only one slice <br />of the pie. <br /> In Roseville’s 2016, $52.1 million budget, residential property <br />taxes account for approximately $11.3 million or about 22 percent <br />of revenue. Commercial property taxes add another $7.6 million. <br />The remaining amount, $33.1 million or 64 percent of the budget, <br />comes from license and permit fees, charges for services like <br />recreation program fees and user charges for water and sewers, <br />intergovernmental sources, court fees, interest earnings and reserves. <br />Roseville School district <br /> <br /> <br /> City of Ramsey Roseville Other <br /> Roseville County School District 3% <br /> 27% 42% 28% <br />So, where does the money go? <br /> The City’s spending priorities are organized into three primary <br />categories – operations, capital and debt. Operating expenses account <br />for approximately 85 percent of the budget, and include costs <br />associated with operating the City’s various departments as well as the <br />general governmental functions of the City. Capital expenses include <br />things like street construction, water and sewer main replacement, and <br />vehicle equipment replacement.
