Roseville Finance Commission <br />Agenda Item <br /> <br />Page 2 of 4 <br /> <br />Utility Rate Peer Group <br />For utility rate comparisons, the peer group consisted of first-ring suburbs that serve a population <br />between 18,000 and 50,000, and which are not simply an extension of a larger entity’s system (e.g. <br />Maplewood is excluded because they’re part of St. Paul’s system). This group was selected to try and <br />approximate cities with stand-alone systems with similar age of infrastructure which can have a <br />significant impact on the cost of water and sewer services. Nine cities were included in this comparison <br />group. <br /> <br />For the Utility Rate Comparison Group, it was noted that most cities in the peer group utilize special <br />assessments to help fund water and sewer capital improvements; whereas Roseville meets these needs <br />solely through the rates. The 2016 Water & Sewer rate comparison for a single-family home for this peer <br />group is shown below. <br /> <br /> <br />As noted in the chart, Roseville is one of the highest amongst this peer group which is not surprising <br />given that Roseville does not utilize assessments for funding water and sewer capital replacements. <br />Although this is a single-year comparison, it has not changed very much in the last five years. <br /> <br />We can somewhat blend these two relationships by providing a comparison of property tax rates for <br />those cities in the Utility Rate Peer Group.
