Roseville Finance Commission <br />Agenda Item <br /> <br />Page 1 of 4 <br /> <br />Memo <br />To: Roseville Finance Commission <br />From: Chris Miller, Finance Director <br />Date: January 10, 2017 <br />Re: Item #8: Review Tax & Utility Rate Comparisons with Peer Cities <br /> <br /> <br /> <br />Background <br />During the most recent budget process, the Commission received property tax rate and utility rate <br />comparisons with peer cities. It was noted that the City utilizes a different peer city group for each <br />comparison, and there was some interest in further discussing whether a single peer group could be used <br />instead. Each of these are discussed in greater detail below. <br /> <br />Property Tax Rate Peer Group <br />For property tax rate comparisons, the peer group consisted of all metro-area cities with a population <br />greater than 10,000. This group was selected to exclude smaller cities that tend to outsource many <br />traditional city services, or rely on larger adjacent cities to provide desired amenities. Smaller cities also <br />tend to have relatively little tax base to shoulder the tax burden. <br /> <br />Because 60 cities were included in this group, we compared Roseville’s tax rate with the Peer Group <br />average over a period of time. The 2016 Property Tax Rate comparison for a typical single-family home <br />for this peer group is shown below. <br /> <br /> <br />As shown in the chart, Roseville’s property tax rate is 6.5 units, or 9% lower than the Peer Group average. <br />Overall, Roseville ranked 25th out of 60 peer cities. <br /> <br />18.0% <br />40.1% <br />21.1% <br />46.6% <br />15% <br />25% <br />35% <br />45% <br />1996 2001 2006 2011 2016 <br />City Tax Rate Comparison <br />1996-2016 <br />Roseville Peer Average
