It was noted that the City utilizes a different peer city group for each <br />comparison, and there was some interest in further discussing whether a single peer group could be used <br />instead. Each of these are discussed in greater detail below. <br /> <br />Property Tax Rate Peer Group <br />For property tax rate comparisons, the peer group consisted of all metro-area cities with a population <br />greater than 10,000. This group was selected to exclude smaller cities that tend to outsource many <br />traditional city services, or rely on larger adjacent cities to provide desired amenities. Smaller cities also <br />tend to have relatively little tax base to shoulder the tax burden. <br /> <br />Because 60 cities were included in this group, we compared Roseville’s tax rate with the Peer Group <br />average over a period of time.
