Also, operation 137 <br />needs may trump the needs of the CIP. 138 <br /> 139 <br />Commissioner Zeller suggested adding the guidelines to the Capital Investment Policy at this 140 <br />time and look at adding a justification at a later time. 141 <br /> 142 <br />Chair Schroeder stated the Commission would continue discussion on the justification piece of 143 <br />the Capital Investment Policy at the next meeting. 144 <br /> 145 <br /> 146 <br />Identify Discussion Topics for 2017 Work Plan 147 <br /> 148 <br />Chair Schroeder stated the department head budget reviews were not included in the 2017 work 149 <br />plan but they had been part of the 2016 budget review. She suggested a tour of the public works 150 <br />facility be added to the 2017 Commission work plan. 151 <br /> 152 <br />Commissioner Harold asked if the City’s budget communications would be reviewed in January 153 <br />as part of the January discussion “Review Budget Comment Card Content and Layout”. 154 <br /> 155 <br />Finance Director Miller stated the budget card formant and content would also include 156 <br />discussions on the budget communications. 157 <br /> 158 <br />Commissioner Zeller stated he would like to add a review of the 2016 operating results. 159 <br /> 160 <br />Finance Director Miller stated the final results would be ready in May and presented tot eh 161 <br />Council at that time. The City does not have published finalized financials until May. 162 <br /> 163 <br />Commissioner Zeller stated it would be helpful to have some of this information before June so 164 <br />they could make recommendations on the budget to the City Council. He clarified an 165 <br />information projection would be helpful. 166 <br /> 167 <br />Finance Director Miller stated staff does not prepare end of year audit paperwork until March. 168 <br /> 169 <br />Chair Schroeder suggested a preliminary update of 2016 results in April. She would also like to 170 <br />add the CIP justification format to the February agenda. The Commission had also suggested 171 <br />changes to their Charter and would like request a follow up on this item. 172 <br /> 173 <br />Finance Director Miller stated this change would require a change in City Code and would need 174 <br />to be included in the City’s 2017 work plan. Staff will remind the City Council that this item 175 <br />was sent to them for review. 176 <br /> 177 <br />Commissioner Harold stated the Commission had discussed creating a tracking tool for items 178 <br />sent to the Council. This could be something that simply designates items as submitted, 179 <br />completed, and pending. He stated he would create this for the next meeting. 180 <br /> 181 <br />Item #3: Attachment A
