From the basic four lot subdivision, where staff may have contact with the <br />АЌ <br />builder/developer about a number of Code nuances such as lot size or configuration, <br />АЍ <br />easements, and storm water management, to the far more detailed and involved <br />АЎ <br />Planned Unit Development process, staff will always be involved in projects prior to an <br />АЏ <br />applicant making a formal application submittal. <br />АА <br />Similarly, the Planning Division has incorporated procedures at the direction of the City <br />АБ <br />Council. These procedures include adding an area map with the subject parcel <br />АВ <br />highlighted and in some cases a concept development/subdivision plan. Staff has also <br />БЉ <br />added the review or crafting of some/all of the open house invitations. Again, these <br />БЊ <br />additions/inclusions are departures from the existing requirements of both Code <br />БЋ <br />sections. <br />БЌ <br />The Division’s involvement in expanded notification for a couple recent open houses has <br />БЍ <br />shed some light on a more applicable process and procedures. For instance, the <br />БЎ <br />Division will seek a minimum three weeks lead time for an open house request to <br />БЏ <br />properly be processed and mailed to citizens. Such a requirement would ensure that the <br />БА <br />Planning staff could achieve a 10-day advanced notice consistent with the public hearing <br />ББ <br />process. Similarly, with a policy for application deadlines being the first Friday of every <br />БВ <br />month, the Division does not see a benefit to an application submittal of between 15 and <br />ВЉ <br />45 days, especially when a PUD could go well beyond 45 days before the Planning <br />ВЊ <br />Division receives the sketch or concept submittal. <br />ВЋ <br />In response to the challenges articulated, Planning Division is seeking the elimination of <br />ВЌ <br />§1009.07 and §1102.01 pertaining to developer open houses in-favor of a policy that <br />ВЍ <br />affords staff flexibility moving forward. Staff suggests the following statement to replace <br />ВЎ <br />the existing language in §1009.02 and §1102.01 of the City Code (also see Attachment A <br />ВЏ <br />draft ordinance): <br />ВА <br />The City of Roseville has determined that certain land use/zoning application <br />ВБ <br />processes shall require an open house meeting prior to these applications being <br />ВВ <br />submitted to the Community Development Department for processing. Please <br />ЊЉЉ <br />refer to the Open House Form or contact the Community Development <br />ЊЉЊ <br />Department for additional information regarding the process. <br />ЊЉЋ <br />The Planning Division offers the following as a policy statement that will be introduced <br />ЊЉЌ <br />as a resolution for City Council consideration: <br />ЊЉЍ <br />aPrior to submitting an application for Comprehensive Plan Map Change, a <br />ЊЉЎ <br />Zoning Map Change, an Interim Use, a Subdivision Plat, or a Planned Unit <br />ЊЉЏ <br />Development an applicant shall hold an open house meeting with owners and <br />ЊЉА <br />renters in the vicinity of the potential development location in order to provide a <br />ЊЉБ <br />convenient forum for engaging community members in the development <br />ЊЉВ <br />process, to describe the proposal in detail, and to answer questions and solicit <br />ЊЊЉ <br />feedback. <br />ЊЊЊ <br />PROJ0017-Amdt31_RPCA_020117 <br />Page 3 of 4 <br /> <br />
