<br />upper surface of the floor next above, except that the topmost story shall be that portion of a <br />building included between the upper surface of the topmost floor and the ceiling or roof above. If <br />the finished floor level directly above a basement or unused under floor space is more than six <br />feet (6') above grade, as defined herein for more than fifty percent (50%) of the total perimeter or <br />is more than twelve feet (12') above grade as defined herein at any point, such basement or <br />unused under floor space shall be considered as a story. <br /> <br />STORY, FIRST: The first story is the lowest story in a building which qualifies as a "story" as <br />defined herein, except that a floor level in a building having only one floor level shall be <br />classified as a first story, provided such floor level is not more than four feet (4') below grade for <br />more than fifty percent (50%) of the total perimeter or more than eight feet (8') below grade at <br />any point. (Ord. 275, 5-12-59; amd. 1990 Code) <br /> <br />STREET: A public right-of-way for vehicular traffic, whether designated as a highway, <br />thoroughfare, arterial, parkway, collector, through way, road, avenue, boulevard, lane, place, <br />drive, court or otherwise designated, which has been dedicated or deeded to the public for public <br />use and which affords principal means of access to abutting property. <br /> <br />STRUCTURAL ALTERATION: Any change, other than incidental repairs, in the supporting <br />members of a building or structure such as bearing walls or partitions, columns, beams or girders <br />or any substantial change in the roof or exterior walls. <br /> <br />STRUCTURE: Anything which is built, constructed or erected; an edifice or building of any <br />kind; or any piece of work artificially built up and/or composed of parts joined together in some <br />definite manner whether temporary or permanent in character. <br /> <br />TWENTY FOUR HOUR USES: Any commercial use that is regularly open for business or <br />involves other significant, outdoor activity during any hour between ten o'clock (10:00) P.M. and <br />seven o'clock (7:00) A.M. (Ord. 1234, 12-15-1999, eff. 1-1-2000) <br /> <br />USE, INTERIM: A temporary use of property until a particular date or until the occurrence of a <br />particular event as determined by the city council. (Ord. 1086, 1-14-1991) <br /> <br />VETERINARY CLINIC: A veterinary care facility for small animal diagnostic and surgical <br />procedures, owned and managed by an on-site state of Minnesota licensed veterinarian. A <br />veterinary clinic shall not mean kennels for normal lodging or training of animals. (Ord. 1178, 4- <br />14-1997) <br /> <br />YARD: A required open space on a lot which is unoccupied and unobstructed from its lowest <br />level to the sky, except as otherwise permitted in this code.
