Table 5.19 lists the year 2000 and <br />projected 2030 population and employment estimates <br />for Roseville. In every TAZ, the population and/or <br />employment are expected to increase. It should be noted <br />that land -use changes proposed in the Twin Lakes <br />redevelopment area are not included in the population <br />or employment estimates. <br />2030 Conditions and Deficiencies <br />The analysis of 2030 traffic conditions assumes no new <br />roadways are constructed, and no roadways are expanded <br />to increase capacity. Using the Metropolitan Council <br />Travel Demand Model, forecast 2030 traffic volumes <br />were developed for the future roadway system as <br />depicted in Figure 5.13 (Projected (2030) Daily Traffic <br />Volumes). These forecast volumes were then compared <br />with the roadway capacity to determine the LOS. The <br />roadway segments LOS is presented in Figure 5.14 <br />(Projected (2030) Roadway Level of Service). <br />Principal Arterials <br />The analysis of 2030 congestion conditions determined <br />that all of the roadways within Roseville are projected <br />to experience an increase in congestion. All but one of <br />the principal arterial roadway segments are projected <br />to operate either at or above capacity. All of TH 36 <br />is projected to experience over -capacity conditions. <br />The results of the traffic projections are listed in Table <br />5.20. <br />A Minor (Reliever) Arterials <br />The analysis of 2030 congestion conditions determined <br />that Snelling Avenue will experience over -capacity <br />conditions and will operate at LOS F between County <br />Transportation I 5-33 <br />
