The remainder of Snelling <br />Avenue is projected to experience LOS E.The results of <br />the 2030 projections are listed in Table 5.21. <br />A Minor (Augmentor) Arterials <br />The 2030 congestion analysis determined that most A <br />minor (augmentor) arterials will operate under capacity. <br />County Road B between Snelling Avenue and Hamline <br />Avenue is projected to experience LOS E, and several <br />other segments are projected to experience LOS D. <br />The results of the congestion analysis are listed in Table <br />5.22. <br />8 Minor Arterials <br />The 2030 congestion analysis determined that all B <br />minor arterials will operate under capacity The results <br />of the congestion analysis are listed in Table 5.23. <br />Roadway Network Planning <br />Roadwaylmprovements <br />The City's 2008 10 -year Capital Improvement Plan <br />(CIP) includes only roadways associated with the Twin <br />Lakes redevelopment proposal. Because these roads are <br />still in early planning stages, they are not included in <br />the capacity analysis of this transportation plan. These <br />roadways, which are planned to be functionally classified <br />as collectors, are conceived to be constructed in segments <br />corresponding with adjacent redevelopment. Figure 5.15 <br />(2030 Planned Roadway Improvements - 2008 10 -year <br />CIP) displays the planned roadways as designated in <br />the 2008 10 -year CIP. <br />RoadwayJurisdictional Classifica tion <br />Thejurisdictional assignment of a roadway describes the <br />level of government that owns and maintains it. Based <br />on an evaluation of the current transportation system, <br />there does not appear to be a need for jurisdictional <br />transfers within Roseville. <br />Functional Classification <br />Determining the appropriate functional class for a <br />roadway involves a wide range of factors. According to <br />MnDOT guidelines, the criteria measures deemed most <br />useful include service to urban activity centers, system <br />continuity, land -use considerations, route spacing, trip <br />length, traffic volume, and control of access. Naturally, <br />none of these can be applied independently, or to <br />the exclusion of all others, in developing functional <br />systems. Considering only one portion of the dynamic <br />interactions between transportation and land use, the <br />projected traffic volumes do not appear to warrant <br />any changes to the current functional classification of <br />roadways at this time. Additional insight regarding the <br />appropriate functional classification for each roadway <br />will be gained by establishing a long-range vision for <br />each roadway corridor regarding the type of adjacent <br />land uses desired and the levels of mobility and <br />accessibility desired. <br />5-34 I Transportation Adopted: October 26, 2009 City of Roseville <br />
