Access management is based <br />on the proper spacing of roadways and/or driveways <br />that are allowed to access a given roadway. According to <br />the Metropolitan Council guidelines, arterial roadways <br />should primarily serve a mobility function and should <br />have only limited access so as not to disrupt the flow of <br />traffic and not create safety concerns for drivers. At the <br />other end of the spectrum, the primary function of local <br />streets is to provide access to local land uses, so there are <br />fewer restrictions on these roadways. However, there are <br />important considerations regarding access control and <br />design on local streets as well. <br />Numerous studies have demonstrated the safety <br />and operational benefits of managing access in an <br />appropriate manner. The government agency having <br />jurisdiction over a given roadway has the applicable <br />access management guidelines for that facility. MnDOT <br />has access management guidelines that apply to Trunk <br />Highways such as TH 36, TH 51, and TH 280. A <br />substantial portion of the roads in Roseville are county <br />roadways, and Ramsey County does not publish access <br />management standards. Recommended City access <br />management guidelines are summarized in Table <br />5.24. <br />In addition, whenever feasible, the following policy <br />guidelines should apply for access design: <br />In general, access to a specific parcel should be <br />limited to a single driveway unless the front footage <br />is 200 feet or greater. <br />le In residential areas, no residential driveway should <br />be placed closer than 40 feet to an intersection. <br />The location of any driveway or access should be <br />consistent with sight distance along the roadway. <br />Where sight distance is not adequate, an alternate <br />access location should be evaluated. <br />Explore the development of common driveways in <br />commercial areas when feasible. <br />The use of medians should be considered to control <br />multiple access locations and provide appropriate <br />geometry for higher volume turning movements. <br />2030 Transit Plan <br />Service and Facilities <br />As identified in Section 4.5 (Existing Transit Service), <br />Metro Transit is responsible for the provision of transit <br />service in Roseville, under the broader transit policies <br />identified by the Metropolitan Council. In addition, <br />Ramsey County has played an increased role in planning <br />and facilitating enhanced transit facilities and services. <br />In general, transit and transit planning are subject <br />to the constraints of existing funding levels and the <br />uncertainties associated with future funding.
