Roseville Public Works, Environment <br />and Transportation Commission <br />Meeting Minutes <br />Tuesday, November 29, 2016, at 6:30 p.m. <br />City Council Chambers, 2660 Civic Center Drive <br />Roseville, Minnesota 55113 <br />1 1. Introduction / Call Roll <br />2 Chair Cihacek called the meeting to order at approximately 6:30 p.m. and at his <br />3 request, Public Works Director Marc Culver called the roll. <br />4 <br />5 Present: Chair Brian Cihacek; Vice Chair Sarah Brodt Lenz and Members <br />6 John Heimerl, Joe Wozniak, Thomas Trainor, Kody Thumau; with <br />7 Member Duane Seigler arriving shortly after the meeting began <br />8 <br />9 Staff Present: Public Works Director Marc Culver and Assistant Public <br />10 Works Director Jesse Freihammer <br />11 <br />12 2. Public Comments <br />13 <br />14 a. John Kysylyczyn, 3083 Victoria Street <br />15 Mr. Kysylyczyn suggested future 2017 topics for the PWETC to consider <br />16 for review and recommendation. <br />17 • Referencing the Uniform Traffic Control Manual for traffic sign <br />18 protocol and logistics, Mr. Kysylyczyn noted several locations in <br />19 Roseville, and common in other metropolitan cities, where stop signs <br />20 don't necessarily belong (e.g. three-way stop at intersection of S <br />21 Owasso and Galtier). Mr. Kysylyczyn opined that when signs are <br />22 installed where they don't normally belong, people have a tendency to <br />23 drive through them and they actually become more of a traffic hazard <br />24 and do more harm than good. <br />25 • Along that same line, Mr. Kysylyczyn noted that the City Council <br />26 approves traffic signals on roadways within Roseville under Ramsey <br />27 County and State of Minnesota, noting several situations where turn <br />28 arrows remain fully activated during early morning hours (e.g. 3:00 <br />29 a.m.) for right turn lanes and didn't make sense to stop through -traffic <br />30 at that off-peak time of day.
