District 9 <br />Planning District 9 is bordered by County Road C on <br />the north, Highway 36 on the south, Interstate -35W <br />on the west and Snelling Avenue on the east. District <br />9 includes four primary uses: <br />Rosedale Shopping Center <br />Crossroads Center, Rosedale Commons, Rosedale <br />Marketplace, and other commercial areas around <br />Rosedale <br />James Addition single-family residential neigh- <br />borhood <br />Tower Place <br />Land -Use Issues <br />District 9 is a focal point of Roseville's connection with <br />the regional transportation system. Interstate 35W and <br />Highway 36 are regional travel routes. Rosedale Shop- <br />ping Center serves as a transit hub. The role of Snelling <br />Avenue should increase as a transit connection with the <br />Central Corridor light rail transit line. These transpor- <br />tation systems support the concentration of Regional <br />Business land uses in this district. <br />History has shown that this access and visibility does <br />not guarantee a successful retail environment Shopping <br />areas adjacent to Rosedale have realized mixed results. <br />The Comprehensive Plan seeks to establish and sustain <br />an excellent retail environment, allowing businesses to <br />benefit from shared market and customers. The designa- <br />tion of this larger area adjacent to Rosedale as Regional <br />Business represents an expansion of the area allowing <br />regional scale businesses in the future. This pattern is likely to continue. While these <br />sites have high visibility, the access is more limited than <br />the immediate Rosedale area. The Comprehensive Plan does not seek the <br />immediate redevelopment of these properties.
