171 Rice Creek Watershed District has 2018 construction (2017 preliminary work) for <br />172 iron enhanced sand filter installation at Oasis Park; and Ramsey County - <br />173 Washington Metro Watershed District has storm pond clean-up scheduled as well <br />174 as work on the S Owasso drainage issues. <br />175 <br />176 At the request of Member Seigler, Mr. Culver advised that this is becoming a <br />177 typical average annual expenditure as expenses increase and in response to the City <br />178 Council's aggressive action in developing in-depth infrastructure management and <br />179 capital improvement program among all city assets. Toward that end, Mr. Culver <br />180 noted that the city had been collecting funds for awhile, but with the addition of the <br />181 Public Works Department's Environmental Specialist, Ryan Johnson, through his <br />182 efforts a more comprehensive program had been developed for pond clean-up and <br />183 to address best management practice (BMP) that may be more expensive initially <br />184 but develop more efficiencies going forward. <br />185 <br />186 Specific to the Snelling Avenue project, Member Thurnau asked that a future <br />187 agenda discussion include a synopsis of all improvements involved, particularly to <br />188 review the Pathway Master Plan and Snelling Avenue improvements for sidewalks <br />189 along that segment, and especially in the area of Har Mar Mall with a missing <br />190 segment. <br />191 <br />192 Mr. Culver duly noted that request and advised that staff was also planning <br />193 additional information for the PWETC in the future on the Pathway Master Plan in <br />194 conjunction with the comprehensive plan update process. <br />195 <br />196 At the request of Member Wozniak, Mr. Culver reported on the anticipated timeline <br />197 for the Rosedale signal redesign; with a kick-off meeting later this week with the <br />198 consultant, MnDOT, Ramsey County and others involved to reconfirm all <br />199 components of the project. Mr. Culver advised that the intent was that the project <br />200 goes out to bid in the spring of 2017, with Rosedale Center having a preferred <br />201 window of opportunity for the work to be done as their construction projects are <br />202 phased in and in conjunction with mall operations in general (preferably with work <br />203 scheduled in June through August of 2017). <br />204 <br />205 At the request of Chair Cihacek, Mr. Culver provided a brief update on the <br />206 delamination issue, reporting that while theories abound, the chemistry was still <br />207 under review in the laboratories and therefore, he was not yet prepared to make a <br />208 recommendation to the City Council to reinstate annual sealcoating processes in <br />209 2017 or 2018 until that additional research was completed. <br />210 <br />211 7.
