The results of the <br />traffic operations analysis are typically presented in the <br />form of a letter grade (A to F) thatprovides a qualitative <br />indication of the operational efficiency or effectiveness. <br />By definition, LOS A conditions represent high-quality <br />operations (i.e., motorists experience very little delay or <br />interference) and LOS F conditions representverypoor <br />operations (i.e., extreme delay or severe congestion). <br />Oftentimes, these conditions can be mitigated through <br />the implementation of geometric improvements at <br />the intersections, such as the addition of turning lanes <br />and/or adjustiment of signal timing. These measures <br />are generally referred to as Transportation System <br />Management (TSM) techniques, and are used to <br />address congestion with minimal cost. <br />Principal Arterials <br />The congestion analysis suggests that only one roadway <br />segment currently operates over capacity, or at LOS F. <br />TH 36 between I -35W and Fairview Avenue N has <br />a v/c ratio of 1.24, above the 1.2 threshold signifying <br />LOS F.Table 5-10 lists the LOS calculated for all of the <br />principal Arterials. Since TH 36 has four continuous <br />lanes throughout Roseville, it is estimated to reach LOS <br />F when daily traffic estimates reach 85,000 vehicles <br />per day. All of TH 36 is estimated to carry over 80,000 <br />vehicles per day, approaching the LOS F threshold. <br />Minor Arterials <br />Table 5.11 lists the current estimated LOS for the A <br />minor (augmentor) arterials in Roseville. <br />Table 5.12 lists the estimated LOS for all A minor <br />(reliever) arterials in Roseville. <br />Transportation I 5-1s <br />
