These capacity thresholds are based on <br />the Highway Capacity Manual and the Twin Cities <br />Regional Travel Demand Model. <br />In roadway planning and design, it is undesirable to <br />either overbuild or underbuild a facility. The goal is to <br />build a facility that effectively and efficiently moves <br />traffic. The design of a roadway should reflect its <br />location. In geneml,people in more urban environments <br />expect to incur some congestion during the peak <br />hours, hence the LOS D/E capacity threshold. In rural <br />environments, LOS C is often used as the basis for <br />roadway planning and design, as people typically have <br />a lower tolerance for traffic congestion. Roseville falls <br />into the urban environment category; therefore, the <br />LOS D/E threshold represents the appropriate design <br />capacity for roadways. <br />At this LOS, traffic is generally expected to experience <br />restricted flow only during the peak travel periods. Dur- <br />ing off-peak periods, traffic flow generally operates at <br />LOS A to LOS C. <br />Table 5.9 lists the level of service categories, approximate <br />volume -to -capacity (v/c) ratios and general descriptions <br />of the traffic operations for each category. <br />The LOS for roadways in Roseville was obtained by <br />comparing the traffic level thresholds with the most <br />recent available daily traffic counts (2006). Figure 5.6 <br />(Existing (2006) Roadway Level of Service) displays <br />the results of the capacity analysis completed for the <br />existing conditions. <br />Operations Analysis <br />In a detailed traffic analysis,an operations level ofservice <br />evaluation is conducted.
