<br />b. New parking lot surfacing shall be a minimum of two inches (2") of <br />bituminous pavement over an appropriate base. (1004.01D3b) <br /> <br />c. Concrete curb and proper setbacks will be required if the parking lot is <br />constructed, re-graded or reconstructed with a one inch (1 ") lift or greater <br />of bituminous pavement, except: (l004.01D3c) <br /> <br />(1) In R-1 and R-2 Districts where the principal structure is single-family <br />or duplex. <br />(2) Parking lot seal coat or surface treated. <br />(3) Minor patching or surface repair (overlay less than 25 percent). <br /> <br />d. The construction of any new parking areas in any zoning district except R- <br />1 and R-2, and all other repairs, remodeling and additions if the <br />construction involved increases the overall size of the parking lot by ten <br />percent (10%) or in the event that the construction increases the assessor's <br />market value by over twenty percent (20%), shall require site plan review <br />as described in Section 1010.16 of this Code. (1004.01D3d) <br /> <br />e. All construction which repairs or remodels or alters a parking lot between <br />ten percent (10%) and fifty percent (50%) of its size shall not be required <br />to meet all of the criteria outlined above. A percentage of expansion <br />between ten percent (10%) and fifty percent (50%) or a monetary <br />improvement between twenty percent (20%) and fifty percent (50%) <br />would require a proportional level of improvement. This proportional <br />requirement will be determined by the Development Review Committee <br />subject to appeal to the City Council. The City Council may refer such an <br />appeal to the Planning Commission for review and recommendation. <br />(1004.01D3e) <br /> <br />9. Drainage: Off-street parking areas shall be so graded and drained so as to <br />dispose of all surface water. Drainage plans shall be subject to the approval of <br />the City Engineer. (l004.01D4) <br /> <br />E. MinimWD Roadway Standards As Related To On-Street Parking. The following <br />minimWD dimensional standards shall apply to all existing City and private <br />roadways when newly constructed or reconstructed. All local residential streets <br />must be constructed to a width of thirty-two feet (32) from the face of curb to <br />face of curb. In cases where this width is impractical, the City Council may <br />reduce this dimension, as outlined in the City street width policy. However, for <br />purposes of emergency vehicle access, no street shall be constructed to a width <br />less than twenty four feet (24). In order to preserve the minimWD clear width, <br />parking must be restricted according to subsection A of this Section. (1103.021) <br /> <br />1. Signage Requirements: "No parking" signs shall be installed in accordance to <br />the following: (l103.021A) <br />32 feet Parking permitted on both sides of the street (no signs needed). <br /> <br />4 <br />
