General Lighting Regulations: Any illumination, whether affIxed to a building or <br />otherwise, within a lot in any R District shall not be permitted to beam beyond the <br />lot lines wherein it is located. (1004.0lB) <br /> <br />D. Surfacing Of Business Parking Areas: <br /> <br />1. Off-street parking areas shall be surfaced with asphalt or concrete and with <br />permanent concrete curbs to defIne driveways and parking limits. (l005.0lD3a) <br /> <br />2. New parking lot surfacing shall be a minimum of two inches (2") of <br />bituminous pavement. (1 004. OlD) (lO05.0lD3b) <br /> <br />3. Concrete curb and proper setbacks will be required if the parking lot is re- <br />graded or reconstructed with a one inch (1 ") lift or greater of bituminous <br />pavement. (1005.0lD3c) <br /> <br />4. No concrete curb will be required in the following instances: <br />a. Parking lot seal coated or surface treated; <br />b. Minor patching or surface repair (overlay less than 25%). (lOO5.0ID3dl,2) <br /> <br />5. For all new construction in all zoning districts, site plan review as described in <br />Section 1010.16, is required and no construction shall occur without such <br />review and approval. Site plan review as described in Section 1010.16 shall be required for all <br />repairs, remodeling and additions if the construction involved increases the <br />overall size of the parking lot by ten percent (10%) or in the event that the <br />construction increases the assessor's market value by over twenty percent <br />(20%). (l005.0lD3f) <br /> <br />7. All construction which repairs or remodels or alters a parking lot between ten <br />percent (10%) and fIfty percent (50%) of its size shall not be required to meet <br />all of the criteria outlined above (D1 through D6). A percentage of expansion <br />between ten percent (10%) and fIfty percent (50%) or a monetary <br />improvement between twenty percent (20%) and fIfty percent (50%) would <br />require a proportional level of improvement. This proportional requirement <br />will be determined by the Development Review Committee subject to appeal <br />to the City Council. The City Council may refer such an appeal to the <br />Planning Commission for review and recommendation. (1005.0lD3f) <br /> <br />8. Surfacing Of Residential Parking Areas: <br /> <br />a. All open off-street parking lots, driveways, or areas shall be constructed of <br />bituminous, concrete or other paving material approved by the Public <br />Works Director.
