2 City of Roseville y Commissioner’s Handbook <br />Article I. Purpose <br />Purpose <br />This handbook is designed to serve as a guide to the city’s <br />appointment process, as well as the general policies and proce- <br />dures that apply to all city advisory bodies. As a new member, <br />we recommend that you schedule time to meet with the staff <br />liaison of your commission. You may also want to review agendas <br />and minutes from recent meetings to see what issues have been <br />under consideration, as well as the advisory body’s mission and <br />any current goals. <br />While attempting not to be overly restrictive, procedures are <br />established so that expectations and practices can be clearly <br />articulated to guide members in their actions. This handbook pro- <br />vides a summary of important aspects of activities and how they <br />relate to the city as a whole. However, it does not incorporate all <br />material and information necessary for undertaking the business <br />of these and other groups. This handbook also includes an appen- <br />dix that has further information that may be useful or used as a <br />reference during your term as a commission member. <br />Article II. Serving on a Commission, Board or Committee <br />Section 2.01 Commissioner Expectations <br />The following principles help ensure that the commission operates with the maximum of efficiency and effectiveness: <br />1. Members are expected to attend all meetings. <br />2. If you are going to miss a meeting, please contact your staff liaison prior to the meeting. This helps ensure that the commission <br />will have a quorum at the meeting. <br />3. Members are encouraged to respect the decision-making process and any decisions made by the group. Each individual mem- <br />ber is expected to respect the official position or action of the commission. <br />4. Any written or email communications among members must be sent to the staff liaison for distribution in accordance with the <br />open meeting law. The Open Meeting Law outlines what constitutes a meeting and the rules that must be followed. <br />5. Issues and decisions are expected to be openly discussed at meetings. <br />6. No member will expect nor seek special consideration or influence based upon their position. <br />Roseville has <br />eight citizen <br />advisory <br />commissions <br />that review <br />specific areas <br />of interest <br />and provide <br />advice to the <br />city council.
