5City of Roseville y Commissioner’s Handbook <br />Section 3.03 Role of Staff Liaison <br />Some City staff are assigned the additional duty of serving as a com- <br />mission staff liaison. As a commission liaison, the staff member will <br />serve as the link between the commission and the City Council. Typi- <br />cally the staff liaison is responsible for orienting and helping train new <br />members, facilitating meetings, providing necessary information re- <br />garding rules and regulations, preparing and presenting reports to the <br />commission and answering any questions that may arise at meetings. <br />Other duties include: <br />• Ensuring that a work plan for the coming calendar year and <br />summary of accomplishments in the prior calendar year is sub- <br />mitted by the commission. Provide administrative support. <br />• Consulting with the chair to prepare agendas as necessary. <br />• Posting meeting agendas in compliance with the state open <br />meeting law. <br />• Distributing meeting packets to members. <br />• Preparing minutes and distribute them to the City Council in <br />either draft or final form. <br />• Presenting an accompanying report that contains a recommen- <br />dation for action. <br />Section 3.04 Relationship with City Council <br />Members serve an important role in extending the reach of the democratic process into the community. The City Council relies on the <br />work of commissions and boards, however, members should be aware of and sensitive to the Council’s need to balance priorities and <br />goals for the entire city. <br />Members of commissions should: <br />• Think of themselves as advisors to the City Council and ambassadors of the city. <br />• Make their decisions based on their collective judgment and not try to predict what action the City Council may take. <br />Section 3.05 Social Media <br />Members of city commissions are increasingly called upon to communicate with the public and stakeholders via a variety of channels. <br />Social media such as Twitter, Facebook or professional networks like LinkedIn are becoming media platforms where citizens are spend- <br />ing more and more time. <br />Many members use social media in various ways. However the <br />‘personal’ style of social media can make it difficult to draw the line <br />between public/professional and private use. As an ambassador of <br />the city, it is important to remember that your statements and opin- <br />ions must remain personal and cannot be regarded as representing <br />the city’s nor your commission’s official position. Please consider this <br />when posting on social media on topics that could be related to your <br />work with the city and do not give the impression that you are speak- <br />ing on behalf of the city or commission. Exercise good judgment and <br />remember that even when you write in your personal capacity, you <br />are still a commission member. <br />Section 3.06 Removal of Members <br />The City Council is responsible for appointment to all city commis- <br />sions and reserves the right to appoint, reappoint or remove any <br />individual from a commission at any time.
