ROSEVILLE PARKS AND RECREATION COMMISSION <br />1 <br />DRAFT MEETING MINUTES FORMAY3, 2016 <br />2 <br />ROSEVILLE CITY HALL –6:30PM <br />3 <br />4 <br />PRESENT: <br />Becker-Finn,Bogenholm, Bole, Diedrick, Gelbach, Heikkila, O’Brien,Stoner, <br />5 <br />Newby, Warzecha <br />6 <br />ABSENT: <br />7 <br />STAFF: <br />Anfang, Brokke, Christensen <br />8 <br />9 <br />10 <br />1.INTRODUCTIONS <br />11 <br />12 <br />2.ROLL CALL/PUBLIC COMMENT <br />13 <br />No public comment at the start of the meeting. <br />14 <br />15 <br />Brokke introduced Danielle Christensen as the new Parks and Recreation Department <br />16 <br />Assistant. Additional information was provided on her role in the department and at the <br />17 <br />Commission meetings going forward. Christensen introduced herself to the group. <br />18 <br />19 <br />3.APPROVAL OF MINUTES –APRIL 5MEETING <br />20 <br />Commission Recommendation: <br />21 <br />Minutes for the April 5 meeting were unanimously approved. Stoner abstained. <br />22 <br />23 <br />4.545ROSELAWN AVENUE PARK DEDICATION <br />24 <br />Brokke explained the proposed subdivision of a 1.4 acre parcelat 545 Roselawninto 3 <br />25 <br />single family homes. Confirmed current structures (1home and 2 garages) would be <br />26 <br />removed to accommodate the new homes. Becker-Finn requested brief clarification on <br />27 <br />the role of the Commission for Park Dedication. Brokke explained that the Commission <br />28 <br />isto recommend either cashoreitherland dedicationto the City Councilto satisfy the <br />29 <br />Park Dedication Ordinance. Park Dedication applies to all new development or <br />30 <br />redevelopment projects.Cash would be $3,500 per unit;land amount is10% which is <br />31 <br />approximately .148acres.PreviousPark Dedication examples were noted. <br />32 <br />Commissioners discussed the value of cash vs. land for the project. <br />33 <br />Commission Recommendation: <br />34 <br />Diedrickmade a motion to request cashat a rate of $3,500/unit, in lieu of land for <br />35 <br />this project. Second by Stoner.Motion passed unanimously. <br />36 <br />37 <br />5.DEER POPULATION DISCUSSION <br />38 <br />Newby introducedthe past deer population process for the Wildlife Management <br />39 <br />Ordinance. Brokke provides brief background presentation. Ramsey County historically <br />40 <br />has had a deer monitoring program. Roseville partnered with Ramsey County in 2004 to <br />41 <br />start surveying thedeer population. According tothe Department of Natural Resources <br />42 <br />(DNR)and Ramsey County standards Roseville has .77 square miles of habitatand <br />43 <br />should have 15-19 deer. On average, Roseville has had 43surveyeddeer noted over the <br />44 <br />last 9 years. Roseville also tracks the number of cars hit, number of dead deer picked-up, <br />45 <br /> <br />
