Councilmember Etten not- <br /> ed that this was the current language of the ordinance creating the HRC. <br /> Councilmember McGehee suggested the following changes to the draft ordi- <br /> nance: <br /> Page 1, Line 42 <br /> Revise to read: "The commission shall review and evaluate[ ongoing-basis] <br /> the... <br /> Lines 42—78 <br /> Councilmember McGehee suggested removal of the individual functions outlined <br /> in each of the three categories. <br /> Addition of Objective D (after line 88) <br /> Add "Provide naturalization ceremony and essay contest and other projects as di- <br /> rected by the City Council." <br /> General Comments <br /> While agreeing with the language changes suggested by Councilmember Etten, <br /> Councilmember McGehee noted the need for "engagement" process as a strategy <br /> for this combined commission, including new technologies for that engagement <br /> and education. <br /> Councilmember McGehee reviewed her original argument at the time the Com- <br /> munity Engagement Task Force had been created as a precursor to the CEC, and <br /> its primary functions and successful accomplishments in developing the new city <br /> website and revising the land use notification policy. While those were great ac- <br /> complishments by the CEC, Councilmember McGehee noted the remaining im- <br /> portant function of the HRC was to work on diversity and issues around it, wheth- <br /> er visible or invisible (e.g. dementia, autism) and other areas beyond ethnic diver- <br /> sity. Councilmember McGehee spoke in support of a combined CEC and HRC to <br /> pool their expertise with communication and human rights through a larger-sized <br /> commission. <br /> Councilmember McGehee opined that the HRC had done a great job in bringing <br /> educational opportunities before the community and bringing Roseville's diverse <br /> populations together for those conversations. Councilmember McGehee opined <br /> that to further those communication efforts over a broad range of topics, it would <br /> require a larger commission to get that word out. Councilmember McGehee stat- <br /> ed her preference for a combined commission with a common format in accord- <br /> ance with the Uniform Commission Code. As to the name itself, Councilmember <br /> McGehee spoke in support of retaining human rights and community or civic en- <br /> gagement in the title to support the goals and issues of welcoming residents and <br /> making them feel welcome by and with their city government. <br />
