Regular City Council Meeting <br /> Monday, April 24, 2017 <br /> Page 18 / <br /> Mayor Roe noted the inclusion by the Subcommittee of the strategies and objec- <br /> tives versus the perceived extreme brevity of previous City Council charges; caus- <br /> ing him concern if those elaborated foci were eliminated. <br /> Councilmember Willmus suggested the following changes to the draft ordi- <br /> nance: <br /> Support for Councilmember Etten's edits and inserting "human rights-related" as <br /> noted. <br /> Regarding suggested edits and removal of specific action or direction suggested <br /> by Councilmember McGehee, Councilmember Willmus stated that he had more <br /> concern with that. As previously discussed by the City Council when considering <br /> bringing the two groups tighter in tighter formation, Councilmember Willmus <br /> noted the intent to provide the group with a clear purpose, objective, duty and <br /> function. Councilmember Willmus spoke in support of how the draft ordinance <br /> was laid out to reinforce those functions, incorporating the HRC and CEC's cur- <br /> rent work plans. <br /> Regarding the addition of a new Section D as suggested by Councilmember <br /> McGehee, Councilmember Willmus stated that his reading of the existing Section <br /> C (engagement) were part of that section (naturalization ceremony and essay con- <br /> test). <br /> Mayor Roe suggested the following changes to the draft ordinance: <br /> Agreement with Councilmember McGehee's suggestion of adding Section D or <br /> E: "Other duties as directed by the City Council," as included with other commis- <br /> sion ordinance language. <br /> Councilmember Latiberte suggested the following changes to the draft ordi- <br /> nance: <br /> Agreement with revisions to lines 32 and 60 as suggested. <br /> Specific to line 83, for the addition of "human rights-related" to the language, <br /> Councilmember Laliberte sought more discussion, noting that the Task Force <br /> didn't want to limit community dialogue or events, and opined that this revised <br /> language may proscribe that. Councilmember Laliberte noted that the Task Force <br /> had worked in several places to avoid that and allow for flexibility for the new <br /> commission to create their own work plan. While in agreement with the specifici- <br /> ty of the new format, Councilmember Laliberte agreed that it was different, but <br /> also that it achieved the intent to provide clear guidance; opining that by remov- <br /> ing the numbers it also removed specificity. <br /> Councilmember Laliberte spoke in support of adding Section D or E allowing for <br /> the addition of other duties. <br />
