Regular City Council Meeting <br /> Monday,April 24, 2017 <br /> Page 6 <br /> City Planner Thomas Paschke summarized this request for park and ride facilities <br /> at nine locations during the State Fair, as detailed in the RCA and attachments. <br /> Mr. Paschke advised that since the public hearing at the Planning Commission, St. <br /> Michael's had opted out as a site; and also noted that one new location was added <br /> this year at St. Christopher's. <br /> Mr. Paschke specifically noted new items J and K as outlined and recommended <br /> by staff, and with the agreement of State Fair representatives; represented by their <br /> Transportation Manager Steve Grans, present in tonight's audience for questions. <br /> Mr. Paschke noted that these conditions were in response to concerns raised by <br /> residents in these neighborhoods and based on issues during the term of the previ- <br /> ous IU. <br /> Councilmember Laliberte noted the considerable number of emails received from <br /> neighbors to these sites during the State Fair expressing their frustration. Coun- <br /> cilmember Laliberte asked if there was attendance at the open houses by those <br /> neighbors to bring those concerns forward. <br /> Mr. Paschke reported that of the 2,100 mailed notices processed for five open <br /> houses held at different times and locations, a total of eighteen residents had <br /> shown up. At those open houses, Mr. Paschke advised that the same type of con- <br /> cerns had not been voiced; and that those same individuals had not come forward <br /> at the public hearings held by the Planning Commission. While recognizing those <br /> ongoing concerns, Mr. Paschke noted most of the frustrations are voiced and ad- <br /> dressed by city staff and the State Fair during the Fair's duration, and which the <br /> two new IU conditions were intended to address. <br /> Councilmember Willmus asked if the city could create an ordinance prohibiting <br /> parking within so many feet of mailboxes; with Mr. Paschke and City Attorney <br /> Gaughan confirming that was possible. <br /> Mayor Roe suggested the issue could be a police enforcement versus zoning ordi- <br /> nance issue as well, as similarly addressed by other communities; with Mr. <br /> Paschke noting the city's parking regulation codes could address that as well. <br /> Councilmember Willmus suggested that the city take a look at that possibility in <br /> the near future and preferably prior to this year's State Fair (e.g. within the next <br /> month or two). <br /> Mayor Roe sought to confirm City Council support for such a directive, noting <br /> that it would have impacts beyond State Fair parking, such as impacting rental <br /> homes and other city-wide issues that may be worthwhile to consider. <br />
