The City Manager is hereby authorized and directed to return forthwith to all bidders <br /> the deposits made with their bids except the deposits of the successful bidder and the <br /> next lowest bidder shall be retained until contracts have been signed. <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Roseville, <br /> Minnesota: <br /> The motion for the adoption of the foregoing resolution was duly seconded by Member <br /> Willmus, and upon vote being taken thereon, the following voted in favor thereof: Laliberte, <br /> McGehee, Willmus, Etten and Roe and the following voted against the same: none. <br /> WHEREUPON said resolution was declared duly passed and adopted. <br />
