Mr. Miller noted his hesitancy in <br />speaking on behalf of staff or City Manager Trudgeon without knowing more <br />about any flags that may surprise the city before hand, therefore his request to d e- <br />fer taking this to the Finance Commission at their meeting tomorrow night, but <br />doing so at a later meeting. <br /> <br />Councilmember McGehee stated that she asked for this review by the Finance <br />Commission without being aware that staff hadn’t yet had an opportunity to look <br />at it; and therefore, stated that she was not ready to move on this before staff had <br />that opportunity, and a recommendation could be heard from the Finance Co m- <br />mission. <br /> <br />Councilmember Willmus asked why staff hadn’t looked at this yet since the City <br />Council had previou sly discussed it several times. <br /> <br />City Manager Trudgeon clarified his understanding of Mr. Miller comments by <br />stating that from staff’s perspective it may be easier to purchase something in the <br />future based on long-term building of those respective department reserves. If the <br />Cash Carry Forward Fund is created there could be a concern that the money may <br />be transferred and no longer be there. Since it was the City Council’s ultimate <br />decision as to how those reserves were spent, Mr. Trudgeon admitted there wa s <br />always some degree of uncertainty. Mr. Trudgeon advised that the information <br />being discussed tonight would be incorporated by staff into the budget process; <br />and anticipated that staff would advocate still meeting targets of those reserve <br />levels, while st ill meeting CIP needs. Mr. Trudgeon advised that this would be <br />the information staff would provide to the City Council. <br /> <br />Mayor Roe spoke in support of the motion. <br /> <br />Councilmember Etten, while opining that creation of the fund tended to obscure <br />the picture when separated fro m all other funds, agreed to support the motion for <br />the Finance Commission’s review and recommendation before making his final <br />decision about creation of a carryover fund. <br /> <br />Roll Call <br />Ayes: McGehee, Laliberte, Etten and Roe. <br />Nays: Willmus. <br />Motion carried. <br /> <br />Mayor Roe ruled that the motion to create the fund was a moot point due to pas- <br />sage of the substitute motion to refer. <br /> <br />b.
