Regular City Council Meeting <br />Monday, November 14, 2016 <br />Page 16 <br /> <br />Mayor Roe stated his appreciation for the reminder about the Historical Society <br />needs in case a solution didn’t work out with a future golf course clubhouse facili- <br />ty. <br /> <br />Councilmember McGehee opined that displays by the Roseville Historical Socie- <br />ty at City Hall was most appropriate. However, Councilmember McGehee sug- <br />gested storage for Park & Recreation equipment belonged somewhere more rela- <br />tive to park spaces to avoid hauling it around during off season, suggesting con- <br />sideration may be given to storage as part of some of the new park buildings con- <br />structed or as additions to them as appropriate as should have been planned in the <br />first place. <br /> <br />From a timing standpoint, Mayor Roe suggested, without objection from his col- <br />leagues, looking seriously at this facility issue in early 2017, especially given the <br />need to extend the current lease term. <br /> <br />Specific to the leased facility, and involving the Public Works Maintenance Facil- <br />ity in the discussion, as well as continuing efforts to avoid thinking in a “silo” <br />format, City Manager Trudgeon suggested starting initial discussion in December <br />of this year, then in January of 2017 get appraisals updated. However, Mr. <br />Trudgeon noted the need to sort out and direct staff on the current short-term lease <br />solution tonight <br /> <br />Lease-specific Discussion and Direction to Staff <br />For a lease term extension, Councilmember McGehee opined that the city <br />couldn’t make much progress on a new facility in less than two years; and that <br />one year would suffice to review the big picture, find property, and construct a <br />building. Therefore, Councilmember McGehee spoke in support of a minimum <br />two-year lease. <br /> <br />Councilmember Willmus spoke in support of a one year lease with an annual op- <br />tion to renew. <br /> <br />Councilmember Etten spoke in support of a minimum two-year lease, opining that <br />not only finding a site, planning a building design, and then funding it, all while <br />addressing different needs within the community could not be accomplished any <br />sooner. <br /> <br />Finance Director Miller, from his perspective and in all reality, if the City Council <br />directed staff tonight to pursue a new facility on an identified site, staff could not <br />accomplish that in two years for planning, design and construction. Mr. Miller <br />opined that just the process itself and actual construction was staggering to con- <br />sider in less than two years. While appreciating the City Council’s sensitivity to a <br />shorter lease term providing more options, Mr. Miller also noted that the shorter <br />lease term the less favorable options staff could negotiate with the current lease- <br /> <br />
