Regular City Council Meeting <br />Monday, November 14, 2016 <br />Page 35 <br /> <br />rate structure, CIP, system improvements and stormwater re-use projects, and re- <br />mote read meters. <br /> <br />After this same presentation, Mr. Sandstrom reviewed the recommendations made <br />by the PWETC, including: continue the annual CIP; identify all unmetered city- <br />owned facilities and install meters; install smart irrigation meters at city-owned <br />facilities as a pilot program and subsequent results; educate the public on water <br />conservation options; and pursue grant funding for rebate programs. <br /> <br />Mr. Culver asked the City Council for their additional input on what to include in <br />the Water Plan for conservation-related efforts; and what the city was willing to <br />commit to as the Plan goes out for agency review by year-end. <br /> <br />Regarding smart irrigation, Mayor Roe asked if the Park Renewal Program irriga- <br />tion systems were installed as smart systems as part of that effort. <br /> <br />Mr. Culver responded that he wasn’t sure, other than for the Upper Villa Park im- <br />provements with that stormwater management system based on weather forecasts <br />and would pump out storage capacity to make itself ready for an upcoming storm. <br />Mr. Culver further noted that there were some sensors and a wireless system con- <br />trolled from City Hall based on weather and other steps with the purpose to re- <br />duce total water usages. <br /> <br />Mayor Roe noted it was nice to see some credits already applied for Roseville ef- <br />forts to-date. <br /> <br />Councilmember McGehee opined that the city could improved its tiered rates sys- <br />tem; and suggested offering the public some rebates for low flow toilets or energy <br />efficient appliances given the broad selection available and as utilized by other <br />communities. Councilmember McGehee suggested advertising such rebates <br />should be part of the broader education program to show how much a household <br />could save. <br /> <br />Mayor Roe noted some communities were funding these rebates through grant <br />programs. <br /> <br />Mr. Sandstrom noted the Metropolitan Council had awarded grants, using Clean <br />Water Funds, to nineteen communities, which they had used to fund those rebate <br />programs. Mr. Sandstrom opined that the city may be able to apply for funds in <br />the fall of 2017 during the next grant cycle. <br /> <br />Councilmember Etten spoke in favor of pursuing grant applications as appropri- <br />ate; opining that many efforts are outdoor-related and reimbursed by other agen- <br />cies. Using lawn watering as an example, Councilmember Etten suggested en- <br />couraging residents to install smart irrigation systems or turf reduction programs, <br /> <br />
