Councilmember Etten suggested concentrating on outdoor water <br />usage where the greatest amount seemed to be used in the community. Coun- <br />cilmember Etten expressed his interest in pursuing a water use restriction ordi- <br />nance, noting the need to educate the public on the best time of day for irrigating <br />to avoid excessive water loss in the afternoon; and to address those times of great <br />drought in the community. <br /> <br />Mr. Culver noted a lot of communities have ongoing odd/even regulations and <br />others that kick in when water demand is high or during extended drought peri- <br />ods. While odd/even regulations don’t necessarily conserve water, Mr. Culver ad- <br />vised that it did allow a city to have a ready supply of water by reducing peaks <br />and spreading it out for maximum demands. <br /> <br />Mayor Roe suggested looking at an irrigation-based surcharge based on usage <br />comparisons if exceeding a certain amount depending on how it was calculated. <br />If a significant increase in usage was seen over the average for irrigation purpos- <br />es, Mayor Roe suggested a financial penalty be applied. Also, Mayor Roe sug- <br />gested addressing usage on the commercial side beyond meter sizes; and perhaps <br />not encouraging high commercial water uses to develop in the community, or at <br />least not incentivize them. <br /> <br />Without objection, Mayor Roe directed staff to take this additional City Council <br />feedback to the PWETC for their further vetting and discussion. <br /> <br />Councilmember McGehee reported anecdotally on her experience with rain bar- <br />rels and heavy rainfalls this year; and her favorable impression with how easy <br />they were to use and their efficiencies. <br /> <br />Mayor Roe noted there were products available to meter rain barrels to control <br />when to release stored water or for a drip irrigation system at lower pressures. <br /> <br />At the request of Councilmember Willmus, Mr. Culver reported that the city did <br />not currently have a separate irrigation meter in most city facilities. If residential <br />and commercial irrigation systems were on a separate meter, Mr. Culver advised <br />that the city could charge a higher rate for those irrigation purposes only. At the <br />further request of Councilmember Willmus, Mr. Culver advised that there was a <br />code application for new systems accordingly, with residential applications need- <br />ing city code revisions beyond the current base fee per meter. <br /> <br />Councilmember Laliberte opined that education, education, education should be <br />the focus as it was the easiest and least expensive thing to do. While recognizing <br />the things Roseville was already doing as noted in staff’s presentation, Coun- <br />cilmember Laliberte opined that more could be done. <br /> <br /> <br />
