Regular City Council Meeting <br /> Monday,May 15,2017 <br /> Page 2 <br /> beyond those generalities for 13,000 plus parcels making up that picture in Rose- <br /> ville. <br /> Councilmember McGehee noted that the city has little control in that differential <br /> between residential and commercial properties. <br /> Finance Director Miller responded that over the last 30-40 years, the housing and <br /> commercial/retail markets had reacted differently and with the shifts both ways, <br /> they tended to even out over time. <br /> In this year, Mayor Roe noted that the shift tended toward the commercial property <br /> values. <br /> For the benefit of the public, Mayor Roe noted that this report was available on the <br /> Ramsey County Assessor's website. <br /> At the request of Mayor Roe, Finance Director Miller advised that historically the <br /> city hadn't provided a link on the city's website to this information, but offered to <br /> consider doing so. <br /> 8. Approve Consent Agenda <br /> At the request of Mayor Roe,City Manager Trudgeon briefly highlighted those items being <br /> considered under the Consent Agenda; and as detailed in specific Requests for Council <br /> Action(RCA) and related attachments dated May 15, 2017. <br /> a. Approve Youth Commissioner to Human Rights, Inclusion and Engagement <br /> Commission (HRIEC) <br /> Willmus moved, Etten seconded, appointment of Elizabeth Hansel to serve as a <br /> Youth Commissioner to the HRIEC until the expiration of her term on July 31, <br /> 2017. <br /> Councilmember Willmus noted that, from time to time, conversations were held <br /> regarding youth commissioners serving on them and whether there was a need for <br /> cursory background checks for adults serving on those commissions with them. <br /> Councilmember Willmus noted this service frequently involved service in settings <br /> and situations outside the control reviews of the city that could have potential issues <br /> when putting minors in contact with adults. <br /> City Manager Trudgeon noted that this was an excellent point and well taken, since <br /> there are currently no background checks being done, even though this was a stand- <br /> ard practice for other organizations with youth commissioners (e.g. athletic organ- <br /> izations), and opined that it should be done in the city as well. Mr. Trudgeon ad- <br /> vised that he and City Attorney Gaughan would consult on a draft polity and <br /> changes to forms as applicable for commissions working with youth to provide for <br /> background checks of those adults.
