Etc. <br /> Councilmember Etten spoke in support of this as a great idea. <br /> Councilmember Laliberte spoke in support of this appointment,but noted when this <br /> group meets later this week they will discuss posting of youth vacancies for the <br /> next school year. Under those circumstances, Councilmember Laliberte asked if <br /> the City Council wanted to pause that process to put this policy in place. <br /> Mayor Roe noted that other youth commissioners were already serving; and would <br /> be implemented for those coming on at a later date. <br /> Mayor Roe advised that he had reached out to the other Human Rights Youth Com- <br /> missioner, Gabe Cedarberg, for similar appointment to this commission, but had <br /> received no response and took that to mean he wasn't interested in serving in that <br /> capacity until the end of his HRC term on July 31 since he was moving on to post- <br /> secondary education opportunities. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Etten, McGehee and Roe. <br /> Nays: None. <br /> b. Resolution Opposing Small Cell Legislation for the Use of Public Rights-of- <br /> Way <br /> Willmus moved, Etten seconded, adoption of Resolution No. 11419 (Attachment <br /> A) entitled, "Regulation Opposing the Proposed Legislation Regarding Unregu- <br /> lated Access to Public Rights-of-Way for Installation of Small Cell Wireless Equip- <br /> ment and Antenna Systems;" directing staff to forward the resolution to local rep- <br /> resentatives and the League of Minnesota Cities (LMC) to add the City of Rose- <br /> ville's support to this opposition. <br /> Councilmember Laliberte sought the plan of action to communicate this resolution <br /> of opposition to legislators. <br /> While this legislation remained a moving target, City Manager Trudgeon advised <br /> that the intent was to alert committee chairs and the Governor's office. Since there <br /> were a number of cities passing similar resolutions, Mr. Trudgeon opined that it <br /> shouldn't be a surprise when they also hear Roseville's voice of opposition. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Etten, McGehee and Roe. <br />
