Regular City Council Meeting <br /> Monday, May 15,2017 <br /> Page 21 <br /> Mayor Roe further suggested adding "as part of a subdivision" to the language as <br /> well. <br /> Page 5, Sections 214-215 <br /> Councilmember McGehee asked for a better understanding of those areas proposed <br /> to be deleted in the new subdivision code. <br /> Mr. Lloyd referenced Mr. Culver's previous comments that the current code lan- <br /> guage deviated from current design standards, therefore setting up the city for ne- <br /> gotiation and an approval process. Mr. Lloyd advised that the suggestion was to <br /> remove that making it become grounds for a formal variance process rather than <br /> negotiated as part of that process. <br /> Councilmember McGehee stated her preference to retain it to allow developers to <br /> come forward with more interesting ideas that,which while they may be a variation, <br /> would not eliminate their possibility and serve as an option to consider beyond strict <br /> requirements. <br /> Mayor Roe agreed to not having it allowed in code for negotiation, but allowing <br /> developers who want to show some creative in their proposal, to then seek a vari- <br /> ance. <br /> Mr. Culver clarified that at this point the only areas of discussion involved cul-de- <br /> sacs and rights-of-way widths. <br /> Page 6 Sections 218 and 220 (Chapter 1103.03: Easements) <br /> Discussion ensued regarding the width for standard utility easements (6' on each <br /> lot for a total of 12');with more clarity sought for easements between lots and those <br /> typically built in street rights-of-way, as well as clarifying"not all pathways." <br /> Mr. Culver clarified that a dedicated pathway right-of-way or easement could be <br /> through the center of a parcel, but the city would want to retain 20' for an 8-12' <br /> wide pathway and space on either side for its construction, grading and mainte- <br /> nance; while 12' centered is intended for drainage and utility easements on side <br /> lots. <br /> Page 7, Section 227 <br /> Mayor Roe suggested adding"railroads" consistent with its reference with limited <br /> access highways or marginal access rights-of-way and their screening. <br /> Page 8, Section 230 <br /> Mayor Roe noted that minimum rear yard width of 30' had previously been in- <br /> cluded, and was proposed to be removed, seeking rationale in doing so since it had <br /> come up in several recent subdivision proposals. <br />
