<br />planning commission and city council shall consider the following criteria to determine the impact of the <br />proposed outside display on the site, adjacent properties and the community as a whole: <br />a. The amount of outside sales area compared to the amount of inside sales space. <br />b. Location of the outside sales area and the extent it encroaches on required setbacks. <br />c. Impact on traffic pedestrian circulation, and emergency response on the site. <br />d. Impact on parking on the site. <br />e. The height of merchandise displays. <br />f. The hours in which merchandise is displayed. <br />g. The type of merchandise to be displayed. <br />5. The issuance of a conditional use permit for the outside display of merchandise shall not cause <br />nonconforming sites to be brought into conformance with all code requirements, or the dedication of street <br />rights of way. (Ord. 1091,5-28-1991; amd. 1995 Code; Ord. 1238,3-13-2000) <br />F.H. Process And Equipment Limitations: Processes and equipment employed and goods processed or sold shall <br />be limited to those which are not objectionable by reason of odor, dust, smoke, cinders, gas, noise, <br />vibration, refuse matter or water-carried waste. <br />G.J. Buffer Zone Between Business And Residence District: Where a business district abuts a residence district, <br />any new development shall include a landscaped buffer zone. There shall be a protective strip of land not <br />less than ten feet (10') in width. This protective strip shall contain no structures, shall not be used for <br />parking, off-street loading or storage. The landscape treatment shall include a compact screen wall or fence <br />but shall not extend within fifteen feet (15') of the street right of way. The planting or fence design must be <br />approved by the Community Development Director or designee as being in harmony with a residential <br />neighborhood and providing sufficient screening of the commercial area. The hedge or fence shall be no <br />less than six feet (6') nor more than eight feet (8') in height. (Ord. 275, 5-12-1959) <br />H.J. Night Watchman Office: A night watchman office is allowed as an accessory use in all business districts. <br />(Ord. 997, 5-12-1986) <br /> <br />I. Accessory Buildings Prohibited. No accessory building shall be constructed in any Business "B" zone. <br /> <br />Section 3: Section 1005.015 is bereby added as follows: <br /> <br />Section 1005.015 Permitted, Accessory, and Conditional Uses. <br /> <br />The following uses, shown in the chart within Section 1005.015, shall apply to all land and buildings that may <br /> <br />be erected, converted, or structurally altered within the zoning districts shown. <br /> <br />4 <br />
