Finance Commission Minutes <br />April 11, 2017 – Draft Minutes <br />Page 2 of 6 <br /> <br />Commissioner Hodder moved, Seconded by Commissioner McRoberts, to elect Commission 46 <br />Zeller to serve as Vice-Chair of the Finance Commission. The motion carried unanimously. 47 <br /> 48 <br />Finance Director Miller stated Commissioner Bachhuber had served on the Ethics Commission 49 <br />for 2016. 50 <br /> 51 <br />Commissioner Hodder stated he would be interested in representing the Finance Commission on 52 <br />the Ethics Commission. 53 <br /> 54 <br />Commissioner Murray moved, Seconded by Commissioner Zeller, to elect Commissioner 55 <br />Hodder to represent the Finance Commission on the Ethics Commission for 2017. The motion 56 <br />carried unanimously. 57 <br /> 58 <br /> 59 <br />Debriefing on Finance Commission Recommendations Received at the March 20, 2017 City 60 <br />Council Meeting 61 <br /> 62 <br />Chair Schroeder stated members of the Commission had attended the City Council meeting to 63 <br />explain why the Commission wanted to make the recommended changes to the Finance 64 <br />Commission Charter and Capital Improvement Spend policy changes. These recommendations 65 <br />were approved by the City Council at their April 10 meeting. She requested Finance Director 66 <br />Miller provide the updated policy to each Commissioner. 67 <br /> 68 <br /> 69 <br />Receive 2016 Police Forfeiture Activity Report 70 <br /> 71 <br />Finance Director Miller reviewed the memo from Police Chief Rick Mathwig and the legal 72 <br />restrictions and guidelines for the Police Forfeiture fund. He stated these funds are held with the 73 <br />City’s other funds but they are restricted in what they can be used for. The Police Department 74 <br />does make the decisions on what the money is spent on. These funds reflect what Roseville 75 <br />police officers had seized. The balances can fluctuate from ear to year and the funds are used to 76 <br />purchase supplemental equipment. 77 <br /> 78 <br />Commissioner Murray asked if these funds could still be claimed. 79 <br /> 80 <br />Finance Director Miller clarified the City takes control of the funds once the investigation has 81 <br />been completed and the case is cleared. 82 <br /> 83 <br />Chair Schroeder stated these funds were restricted to supplemental purchases and could not be 84 <br />used towards the CIP. She asked if items not listed in the CIP would be considered 85 <br />supplemental. 86 <br /> 87 <br />Finance Director Miller stated this would be a legal answer and he would not be able to answer 88 <br />it. The Police Chief consults with the City Attorney regarding purchases to ensure they fall 89 <br />under the guidelines prescribed by law. 90 <br />Item 3: Attachment A
