Roseville Finance Commission <br />Agenda Item <br /> <br />Page 1 of 1 <br /> <br />Memo <br />To: Roseville Finance Commission <br />From: Chris Miller, Finance Director <br />Date: July 11, 2017 <br />Re: Item #5: Update on the Assignment of Priority Rankings for the 2018-2037 Capital <br />Improvement Plan <br /> <br /> <br /> <br />Background <br />At the June 13, 2017 Finance Commission meeting, the Commission issued a request for City Staff to <br />assign priority rankings to the items contained in the 2018-2037 Capital Improvement Plan as a means <br />of assisting the Council in their capital spending decisions. <br /> <br />The rankings were previously incorporated into the Council-adopted Capital Investment Policy earlier <br />this year, and included the following guidance: <br /> <br /> Capital Replacements should be considered using the following priority rankings (in order): <br />1. Projects necessary for public health and safety, or to meet legal mandates. <br />2. Projects that responsibly maintain existing assets to either extend remaining service life <br />or to create efficiency. <br />3. Projects that expand existing assets or services in order to benefit the Public Good. <br />4. Projects that purchase new assets or services in order to benefit the Public Good. <br />Because the Commission’s request required the dedication of staffing resources across the organization, <br />it was passed along to the City Manager for consideration. After some reflection and consideration, the <br />City Manager determined that staff should not, at this time, expend taxpayer resources to provide priority <br />rankings to individual items or categories. But rather the exercise should only be carried out as a <br />precursor to the Council’s own priority-ranking exercise. <br /> <br />With this guidance from the City Manager and in conjunction with the capital spending <br />recommendations already submitted to the Council on May 15, Staff intends to reiterate the City’s capital <br />replacement needs within the broader City Manager Recommended Budget due out in late August. <br /> <br />Staff Recommendation <br />Not applicable. <br /> <br />Requested Commission Action <br />For review purposes only.
