Roseville Finance Commission <br />Agenda Item <br /> <br />Page 1 of 2 <br /> <br />Memo <br />To: Roseville Finance Commission <br />From: Chris Miller, Finance Director <br />Date: July 11, 2017 <br />Re: Item #6: Identify Discussion Topics for the Joint Meeting with the City Council <br /> <br /> <br /> <br />Background <br />At least once per year, the City Council meets with each Citizen Advisory Commission to review the <br />Commissions’ activities over the previous year and provide direction for the following year. This year’s <br />meeting between the Finance Commission and the Council will take place on Monday, September 18, <br />2017. <br /> <br />The Finance Commission is asked to develop a list of topics that you want to address or seek guidance <br />on. This information will be included in the Council’s 9/18/17 Agenda Packet. In the interest of <br />generating conversation on potential joint meeting topics, here is a general listing of the Commission’s <br />activities and discussions over the past year: <br /> <br /> Continued the discussion on the use of a financial dashboard <br /> Reviewed citizen Budget Comment Card content and layout <br /> Reviewed property tax and utility rate comparisons of peer cities <br /> Reviewed the Capital Improvement Plan (CIP) document format <br /> Reviewed the 2018-2037 CIP <br /> Establish priority rankings for the items contained in the CIP <br /> Discussed the creation of a Cash Reserve Fund <br /> Toured the Fire Station, Maintenance Facility, and Skating Center <br /> Reviewed the City’s 2016 Investment Portfolio performance <br /> Reviewed the use of Police Forfeiture Funds <br /> Received a historical financial and tax levy review + 5-year projection <br /> Discussed the 2016 cash reserve balances <br /> Reviewed the 2016 Audit & Annual Report <br /> Reviewed the City’s trial balance summary reports & analysis <br /> <br />Approximately 40 minutes will be set aside during the joint meeting for the Commission to present <br />information and seek guidance. <br /> <br />It is suggested that the Commission consider selecting a specific Member(s) to address each topic. If you <br />intend to offer any specific recommendations, the Commission is advised to first adopt them, by motion, <br />at your July or August meeting. In contrast, if you’re simply offering the Commission’s general <br />sentiment on a particular topic then a simple acknowledgement of what you intend to convey would <br />probably suffice. <br /> <br />
