Regular City Council Meeting <br /> Monday,June 19, 2017 <br /> Page 15 <br /> the parks and trails component outlined in the comprehensive plan inclusive of <br /> that and therefore, his advice to have a more specific reference to the plans the <br /> city has available in its comprehensive plan on which to base its park dedication. <br /> Therefore, Mr. Gaughan advised that it was his suggestion to removed that "in- <br /> cluding, but not limited to, those..." language to avoid unlimited plans playing in- <br /> to it and allowing more specificity to what plans are already in place on which to <br /> base that park dedication structure. <br /> From his personal perspective, Mayor Roe stated that he had no problem referenc- <br /> ing the Pathway Master Plan since the park dedication was still a City Council de- <br /> cision based on recommendations of the Parks & Recreation Commission, and <br /> could still be referenced in code whether it was abided by or not since the state <br /> statute refers to a trail plan. <br /> Pages 3 —4 lines 116— 157 (Minor Plat)/Pages 4-5, lines 159—229 (Major Plat) <br /> Councilmember Etten noted some things not meeting requirements of a major <br /> plat, referencing the criteria identified in line 116 and on for a minor plat. Specif- <br /> ic to the example of the previous Gluek Lane lot split that triggered the park dedi- <br /> cation piece, and need for a new source for water and sewer even though it didn't <br /> constitute a major plat, Councilmember Etten asked what happens in a similar sit- <br /> uation with this revised language. <br /> Mr. Lloyd advised that the Minor Plat option was for residents to work with when <br /> all criteria were present in an application; while for a Major Plat an applicant <br /> could address any criteria present from that list, even though there could be gaps <br /> but with the intent to avoid such gaps. <br /> At the request of Councilmember Etten, Mr. Lloyd confirmed that an open house <br /> was set up for situations creating four or more lots; and noted an open house <br /> would be required under zoning rules if associated with development of a plat or <br /> any change to the comprehensive plan, as addressed in lined 165-167. Coun- <br /> cilmember Etten suggested they be listed elsewhere under the developer open <br /> house meeting section; with Mr. Lloyd advising that they may be elsewhere in the <br /> subdivision code,but were also related to the zoning process itself. <br /> Councilmember Willmus asked that this document be brought forward as a clean <br /> and final copy based on tonight's changes and discussion prior to its adoption. <br /> Without objection, Mayor Roe directed staff to return with a final draft of the <br /> subdivision ordinance at the July 10, 2017 City Council meeting for consideration <br /> and subsequent approval. <br /> C.
