ROSEVILLE PARKS AND RECREATION COMMISSION <br />1 <br />DRAFT MEETING MINUTES FOR <br />2 <br />June 6, 2017 6:30pm <br />3 <br />4 <br />PRESENT: <br />5 Bole, Gelbach, Heikkila, Hoag, Newby, O’Brien, Stoner, Warzecha <br />ABSENT: <br />6 Baggenstoss <br />STAFF: <br />7Brokke, Christensen <br />8 <br />INTRODUCTIONS <br />91. <br />10Chair Gelbach stated that Commission Member Baggenstoss notified staff that he would not be at <br />11the meeting due to work commitments. <br />12 <br />ROLL CALL/PUBLIC COMMENT <br />132. <br />14No public in attendance. <br />15 <br />APPROVAL OF MINUTES –MAY 2, 2017 MEETING <br />163. <br />17Vice-ChairO’Brien moved to approve the May 2, 2017 meeting minutes. Commissioner Newby <br />18seconds. Motion passed unanimously. <br />19 <br />CITY COMPREHENSIVE PLAN –PARKS AND RECREATION SYSTEM MASTER PLAN <br />204. <br />REVIEW AND UPDATE <br />21 <br />22Staff reviewed the goals and policies adopted in 2010, as partof the updated System Master Plan. <br />23These were intended to replace the previous goals listed in the Comprehensive Plan, however, this <br />24has not yet occurred. <br />25 <br />26Vice-Chair O’Brien asked if the policies were not updated in the Comprehensive Plan due to <br />27opposition. Staff confirmed there was not opposition to the updated goals. Rather,the formal process <br />28had just not been initiated to update the Comprehensive Plan. <br />29 <br />30Staff suggested the Commission review the goals and policies and if they have comments or <br />31suggestion to list them on the worksheet for discussion. The Commission agreed to go through Goal <br />321 during the June 6, 2017 Commission meeting and to review the additional goals at subsequent <br />33meetings. <br />34 <br />35Vice-ChairO’Brien suggestedthat a mechanism and timeline for sharing progress on the evaluation <br />36of theMaster Plan (Policy 1.1 and 1.2) could potentially be shared with Commissioners. <br />37 <br />38Commissioner Stoner questioned ifstaff still utilize the constellations referred to in Goal 1.5. Staff <br />39confirmed that constellations are still used for the delivery of programs, facilities and services. <br />40 <br />41Chair Gelbach suggested that “where possible” could be added to 1.19 and 1.20 to allow for some <br />42additional flexibility within the goals. <br />43 <br />44Commission discussed the differences between policies and guidelines. <br />45 <br />46Commissionrecommended: <br />47Goal 1.19 Add: “whenever possible” <br />1 <br /> <br />
