REDA Meeting <br /> Minutes—Tuesday,July 18,2017 <br /> Page 12 <br /> Ms. Purdu concurred, noting that there would be no "affordable housing <br /> police" counting units in the community in 2039 to ensure the city's <br /> compliance. <br /> Recess <br /> President Roe recessed the meeting at approximately 7:38 p.m., and reconvened at <br /> approximately 7:47 p.m. <br /> C. Discuss Economic Development Comprehensive Plan for the 2040 <br /> Comprehensive Plan <br /> Mayor Roe welcomed and introduced WSB Comprehensive Plan Economic <br /> Development Consultant Jim Gromberg to guide the Economic Development <br /> component of the 2040 comprehensive plan and priorities adopted by the <br /> REDA in early 2016 as a starting point for tonight's discussion. Mr. <br /> Gromberg outlined the consultant's analysis to-date in his memorandum dated <br /> July 10, 2017 (Attachment A). <br /> With that SWOT Analysis providing individual EDA member ambitions and <br /> goals, Mr. Gromberg noted that they were then broken down in to high, <br /> medium and low priorities with related timeframes, resulting in five consistent <br /> themes developed as objectives in moving toward those tasks, as detailed in the <br /> bench handout entitled, "Draft Roseville Economic Development Authority <br /> Strategic Plan Objectives." <br /> At the conclusion of his review of strategic plan objectives, Mr. Gromberg <br /> sought additional feedback from the REDA on the plan of action detailed in the <br /> bench handout for those tasks and strategies before moving toward the next <br /> step in assigning actual steps and projected dates for their completion. <br /> Member McGehee stated that she liked them and that they made sense. <br /> Specific to "shovel-ready sites," Member McGehee asked Mr. Gromberg for <br /> his interpretation of that. <br /> From his economic development expertise perspective, Mr. Gromberg opined <br /> that the thought process was that a site would be ready to go if and when <br /> identified by a developer. Mr. Gromberg noted that this included preparation <br /> and completion of environmental, preliminary geo-technical and survey work, <br /> with an updated community profile available that provided prospective <br /> developers with available employment potential information. As an example, <br /> Mr. Gromberg noted that a site selector team for a data center sought a certain <br /> number of acres, they would focus on electricity and water sewer infrastructure <br /> in place or readily available and was not interested in hearing from a city any <br /> trepidation as to what was realistically available. Mr. Gromberg stated that a <br /> city needed to do its homework, identify a site and have background <br /> information readily available to immediately respond to questions, including <br /> possibly getting property owners together beforehand in preparation for such a <br /> potential opportunity. <br />
