Regular City Council Meeting <br /> Monday, July 17, 2017 <br /> Page 13 <br /> Public Comment <br /> -- Courtney Hubers, 2936 Old Highway 8 <br /> Ms. Hubers noted previous comments from her and other neighbors in that area <br /> affected by increases in traffic and population preferring that the proposed devel- <br /> opment be toned down. While most neighbors were not opposed to additional <br /> residential development, Ms. Hubers opined that they were not interested in a <br /> four-level, high-density proposal in their neighborhood. Realizing that this is an <br /> available area for development, Ms. Hubers asked for a compromise indicating <br /> that existing residents had concerns about the negative impacts of the high density <br /> residential (HDR) and would dominate the area. Ms. Hubers stated that the <br /> neighborhood didn't want to lose the current green atmosphere, especially con- <br /> cerning when they had heard that the developer was willing to pay the fine to re- <br /> move existing trees and replant smaller trees. Ms. Hubers opined that there was a <br /> huge difference in keeping mature trees versus new, smaller trees; and that the <br /> developer's intent was not in keeping with the spirit of the city's tree preservation <br /> ordinance. Ms. Hubers asked that further consideration be given to relocating the <br /> access for this property on County Road 88 rather than Old Highway 8. <br /> Michael Ryan,2940 Old Highway 8 <br /> Mr. Ryan agreed with the comments of Ms. Hubers, and as a follow-up reviewed <br /> his comments made to the City Council at a previous meeting, and displayed a <br /> map showing the triangle and existing single-family homes in relationship to the <br /> proposed development site. Mr. Ryan opined that this would represent a large <br /> development for the city, but also more than double families living in and impact- <br /> ing this small area, creating additional traffic issues in an area where they were al- <br /> ready problematic, particularly back-ups experienced at the five-corner intersec- <br /> tion. With the high volume of existing multi-family dwellings in the immediate <br /> area, but outside the City of Roseville's purview, Mr. Ryan noted his difficulty in <br /> a satisfactory explanation of how and why the 2010 rezoning occurred and what if <br /> any public engagement had occurred at that time or the science behind it. Mr. <br /> Ryan opined that the neighborhood didn't see HDR as down-zoning but instead <br /> from a space going form nothing to 200 plus additional families. <br /> Mr. Ryan opined that the neighborhood considered that rezoning to have hap- <br /> pened quickly without public feedback. Mr. Ryan stated that the neighborhood <br /> wanted more information and a commitment from the city to understand the im- <br /> pact to this area with the proposed number of units with other multi-family units <br /> already in the area; as well as a public report on what number of those existing <br /> units were currently vacant; their type of unit and rent price level. Mr. Ryan also <br /> asked for other planned projects (e.g. Lowry Grove development in the Village of <br /> St. Anthony but within one mile of this area). Mr. Ryan asked that the benefit of <br /> this project to Roseville be shown to residents before moving forward with it. Mr. <br /> Ryan concluded by stating that the neighborhood didn't think this process of re- <br /> zoning had been well thought out and asked that it be re-evaluated. <br /> Margoe Hermes,2935 Old Highway 8 <br />
