Regular City Council Meeting <br /> Monday,July 17,2017 <br /> Page 12 <br /> Mayor Roe opined that the City of St. Cloud information included in meeting <br /> packet materials had proven helpful, but also raised more questions for him. <br /> Councilmember McGehee stated her curiosity with what was needed to harden <br /> the police space separate from the community space since the goal was to bolster <br /> interaction between the community and its officers. <br /> Chief Mathwig responded that it involved the comfort level of officers since the <br /> substation placed them in a small room rather than in a parking lot or squad car <br /> where they were more in control of their environment and more difficult to get <br /> away from a potential threat coming their way. <br /> From a public perspective, Councilmember Etten noted the need to also separate <br /> the community space from that smaller police area. <br /> President Faulconbridge advised that he didn't see it as a big effort, since pub- <br /> lished guidelines were available for bullet-proof glass, wall standards, etc. <br /> From his personal perspective, Mayor Roe stated that information concerning the <br /> experiences elsewhere with this type of substation, especially the St. Paul substa- <br /> tion, may impact the city's desire whether to participate or not, which would be an <br /> important consideration for him. <br /> Mayor Roe offered an opportunity for public comment, with no one appearing to <br /> for or against. <br /> Recess <br /> Mayor Roe briefly recessed the meeting at approximately 7:14 p.m., and immediately recon- <br /> vened as technical difficulties were resolved. <br /> C. Review High Density Residential (HDR) Guided/Zoned Properties and Con- <br /> sider Properties that May be Eligible for Amendments to the Comprehensive <br /> Land Use Map <br /> Community Development Director Kari Collins and GIS Technician Joel Koepp <br /> highlighted tonight's review as detailed in the staff report. <br /> Specific to properties shown as #1 and #2 on the displayed map that is approxi- <br /> mately 8 acres off of Old Highway 8, Mayor Roe noted that there was a pending <br /> project and suggested that members of the audience be given an opportunity to <br /> speak to that particular area prior to the City Council's consideration of other are- <br /> as. <br /> At the request of Councilmember Willmus, Ms. Collins confirmed that prior to its <br /> HDR designation with the last comprehensive plan update, Parcel #1 had been <br /> guided "business" under the last land use map, with B-2 zoning (Business/Retail) <br /> prior to 2010. <br />
