Regular City Council Meeting <br /> Monday,July 17, 2017 <br /> Page 18 <br /> MDR at this point with this proposed developer having the potential to pull a <br /> building permit at this time. <br /> Mayor Roe noted that there seemed to be no proposal to change this site from the <br /> current HDR designation. <br /> Site#6 <br /> With this site adjacent to other HDR parcels and currently guided HDR, City <br /> Manager Trudgeon noted that that this land-locked site was guided HDR prior to <br /> the 2010 change as well. <br /> Site 12 and 17 <br /> With this site guided HDR, Councilmember McGehee opined that it didn't make <br /> sense from a safety standpoint to consider housing across from a tank farm. <br /> From an aesthetic point as well, Mayor Roe opined that Commercial designation <br /> would be more appropriate. <br /> Mr. Koepp advised that this site was guided and mapped HDR in 2008 as well. <br /> Given surrounding properties and uses, Councilmember McGehee spoke in sup- <br /> port of Business or Industrial designation. <br /> Without objection, Mayor Roe indicated that the council directed staff to include <br /> this site for more study as part of the comprehensive plan process for more appro- <br /> priate designation and use,but not considered for MDR designation. <br /> Councilmember Etten noted that there may be impacts to other uses in this imme- <br /> diate area, including the three single-family homes facing it now and abutting <br /> apartment buildings. <br /> Site 10 (Roseville Commons Town Homes) <br /> Ms. Collins advised that this site had been identified by staff for MDR designa- <br /> tion. <br /> Mayor Roe agreed, noting the history of the site as it developed in conjunction <br /> with the condominium building on the corner designated MDR and the Planned <br /> Unit Development (PUD) providing more density with the town homes and con- <br /> dominiums; and asked that the designation follows their use. <br /> Councilmember Willmus expressed concern that those parcels remain as currently <br /> used, even those at the tank farm. If the concern is one of safety, Councilmember <br /> Willmus noted that single-family residential was the lowest density available for <br /> non-vacant parcels. <br /> Site 48 (Hamline Center/Presbyterian Homes Headquarters) <br />
