Regular City Council Meeting <br /> Monday,July 17, 2017 <br /> Page 19 <br /> Ms. Collins advised that this was also a staff suggested change in designation, <br /> with previous zoning Commercial and rezoned to HDR. <br /> Mr. Koepp noted that not all of the site had been guided HDR, but one leg guided <br /> toward Business use, with the frontage on Hamline Avenue guided Business and <br /> the back property guided HDR. <br /> Councilmember Willmus noted the proposal at that time was for an HDR building <br /> before delays were experienced by Presbyterian Homes. <br /> Mayor Roe noted ownership of the site by Presbyterian Homes, and based on re- <br /> cent Planning Commission meeting minutes there were still plans to redevelop the <br /> site in the future. Mayor Roe opined that he found it odd that HDR was given a <br /> current shopping center use and asked if this should be added to the list for recon- <br /> sideration or needing more information as part of the comprehensive plan process. <br /> Discussion ensued regarding guiding the entire site as one designation; property <br /> lines; potential consideration by the Planning Commission for this as an addition- <br /> al CMU designation; and discussion with the current property owner about their <br /> preferences and future plans for the site. <br /> Councilmember McGehee spoke in support of CMU designation given the current <br /> multi-family uses around the site and dramatic changes to the property with this <br /> serving as a good spot for housing density and services businesses with CMU des- <br /> ignation. <br /> Without objection, Mayor Roe indicated that the council directed staff to include <br /> this parcel as part of the comprehensive plan process. <br /> Sites 60-65 (residential south of County Road C and West of Hamline) <br /> Councilmember McGehee stated her satisfaction with how this area is currently <br /> developed. <br /> Mayor Roe noted the challenges for access off County Road C and with the rail- <br /> road reducing the number of access points and potential consolidation of the <br /> properties for one future project. If beneficial, Mayor Roe suggested it may be <br /> appropriate for Office/Business Park designation similar to those types of busi- <br /> ness uses on the west side of Hamline Avenue and more appealing given the adja- <br /> cency to residential uses to the south. Mayor Roe noted that this area had re- <br /> ceived numerous complaints from residents through the years related to current <br /> commercial uses, behooving the city to be conscious of that during the compre- <br /> hensive plan process in not making things worse. However, Mayor Roe opined <br /> that HDR didn't make sense either. <br />
