Regular City Council Meeting <br /> Monday,July 17, 2017 <br /> Page 20 <br /> Councilmember Willmus stated that he would not support any residential use but <br /> rather look to Office/Neighborhood Business designation in that area similar to <br /> that across the street and along the East Snelling Avenue service drive. <br /> For context, City Manager Trudgeon noted the access agreements and power line <br /> easements already in place; and when originally designated HDR in the compre- <br /> hensive plan, it was with an effort to look forward using this area as a transit cor- <br /> ridor and option for the potential Northeast Diagonal, no longer in the near future <br /> or practical, but informing decision-making at that time. <br /> If and when that happens, Mayor Roe noted the need to reconsider other proper- <br /> ties along that corridor as well. <br /> Councilmember Etten agreed with Councilmember McGehee in allowing Limited <br /> Production as part of Business designation. <br /> Councilmember McGehee noted current uses with regulations in place to address <br /> noise and buffers, and some actually serving many residents in the community. <br /> Mayor Roe noted that the challenge was with existing businesses and non- <br /> conforming and future uses; with Open/Business Park or Neighborhood Business <br /> or similar designation a good focus as part of the comprehensive plan process. <br /> Site 83 <br /> Discussion ensued regarding current guidance at HDR-1, with consensus to leave <br /> as currently guided. <br /> Site 118 and 119 <br /> Recognizing guidance for these sites as HDR prior to the 2010 update and then <br /> zoned Business designation without any linkage between the two at that time, <br /> there was consensus to not change current HDR guidance at this time. <br /> Site 85-86 (Grandview Townhomes at Lexington Avenue and Highway 36 and <br /> former Rose of Sharon Nursing Home site) <br /> Discussion ensued regarding the number of units per acre with current and pro- <br /> posed designation changes; and former nursing home use. <br /> Without objection, Mayor Roe indicated that the council directed staff to change <br /> the Grandview Townhomes site to MDR designation and the Rose of Sharon site <br /> to HDR. <br /> Site 143 1880 Lexington Avenue N) <br /> Mr. Koepp noted that in the prior comprehensive plan, designation had also been <br /> HDR and carried over. <br />
