DRAFT

ROSEVILLE
ETHICS COMMISSION MEETING

TUESDAY, JANUARY 15, 2002

7:00 P.M.

Chair Connie Pease called the meeting to order on Tuesday, January 15, 2002 at 7:00
p.m.

Members Present: Connie Pease, Tom Ring, Mark Battis, Robert Kippley, Richard
Langseth

Others Present: Joel Jamnik, Chris Butterfield

APPROVAL OF MINUTES
Mark Battis motioned to approve minutes of October 22, 2001 and Oct. 31, 2001. Tom
Ring seconded. All Ayes None Opposed

I. ANNUAL ETHICS TRAINING
Chris Butterfield talked about the 2000 and 2001 Annual Ethics Commission Workshop
survey results. She noted that there was a low response to the Workshop survey. Staff
will make a note to again remind everyone during the meeting next year to fill out the
survey for 2002. Butterfield stated that participants indicated that the trainings have
been on target and the time of year works well for those who participate in the training.
Battis said he did not receive any negative comments from anyone. One part of the
presentation in future years should address the Resolution intent and those affected.
Butterfield stated one of the comments was that people seemed to enjoy the hands-on
examples of how to apply the Ethics Code and unethical/ethical behavior in contrast to
legal/illegal behavior and the difference between those. The interest is to continue this
style of training and ensure there is an opportunity for the speaker to apply something
relevant to the municipal environment.

Pease mentioned that there are videotapes on a Federal level that might help break up the
training a bit. It could be in addition to a speaker. Butterfield stated the League of MN
Cities said this year the Human Resources Training program will provide a unit on
Ethics. They will be bringing in speakers who are experts on Ethics. Battis asked if they
videotaped the session. It could add a different perspective to the Workshop.

1
