Discussion points included varyingemployee counts, <br />average person/household, residential/commercial need and varying plat size. The <br />commission agreed that they would want to limit the use ofarbitrary numbersand potential <br />differing of interpretationsinthePark Dedicationcalculation. <br />Commissioner Baggenstoss questioned if other Cities are utilizing theLeague of MN Cities <br />Methodology. Staff provided information onsurroundingCities (Saint Louis Park, Eagan, <br />Plymouth, Golden Valley andMaplewood)current methodology fordeterminingtheirPark <br />Dedicationrates.All of the cities surveyed were utilizing asimilarlistto Rosevilleof <br />surrounding community’srates to determine ParkDedication. Golden Valley hadlooked at <br />the League of MN Cities Sample Methodologyfor potential guidance. No cities are known to <br />be using theLeague of MN Citiesmethod. <br />Commissioner Stoner suggestedthat we reviewstatistical informationevery other year <br />during the Commissions Park Dedication analysis(in addition to the survey of surrounding <br />communitiesrates).He stated that this would provide empirical data for theCommunity to <br />review and not just a comparison of other citiesrates.He also commented that he liked the <br />idea of potentially lookingat “densitiesby development”as part of the Park Dedication rate <br />analysis. <br />The Commission suggested providing a recommendation at the September 5, 2017 meeting. <br />This would allow further review of the methodologies. <br />Staff reiterated theimportanceofPark Dedication to beclear, concise, consistent, non- <br />negotiableand fair. They also suggestedthat the Commissionconsider one method,rather <br />than a hybridthat is open to too much interpretation. <br />Commissioner Hoag addedthat we need our Park Dedicationratesto be competitive,in order <br />to spur growth and development in the City. <br /> <br />
