Regular City Council Meeting <br /> Monday,August 14, 2017 <br /> Page 10 <br /> Mr. Brokke responded that various options and strategies had been addressed dur- <br /> ing the Park Master Plan process and in meeting commitments for SW Roseville <br /> residents as proposed at that time. Therefore, Mr. Brokke noted the set-aside of <br /> the remaining $600,000 in bond funds in the Park Renewal Program Fund, but as <br /> previously noted had been suggested for more immediate expenditure by the <br /> city's bond counsel. Mr. Brokke agreed that it was important to identify the <br /> commitment made to the community in terms of satisfying that with dollars from <br /> some source, whether through the Park Dedication Fund or other sources. <br /> Councilmember McGehee opined that everyone understood that a commitment <br /> had been made and funding for park land in SW Roseville set-aside, and stated <br /> that she had no problem putting money toward this project going forward. How- <br /> ever, Councilmember McGehee further opined that she had no particular need that <br /> those funds be held in the Park Dedication Fund. As a City Council, Coun- <br /> cilmember McGehee clarified that they had made a commitment to keep their eye <br /> on the ball and if property came forward that would be an appropriate fit for SW <br /> Roseville and came before this City Council, monies would be found accordingly, <br /> even if an internal loan was necessary. However, Councilmember McGehee <br /> opined that the city should not be considering an additional $600,000 as an inter- <br /> nal loan funding source no matter what comes up and stated her preference to use <br /> available monies to offset that and make the process more straightforward. Coun- <br /> cilmember McGehee opined that there was no reason those reserves wouldn't <br /> have been used for something else in the meantime; and as noted, the commitment <br /> was in place to SW Roseville and monies would be made available when needed. <br /> Councilmember Laliberte agreed with Councilmember McGehee's comments, re- <br /> iterating that nothing said tonight removed the city's commitment to SW Rose- <br /> ville that was readily documented in many plans, documents and on the city's <br /> website with no wavering from that commitment. Councilmember Laliberte <br /> agreed that increasing the internal loan while allowing those reserves to continue <br /> sitting there was not the way to go. <br /> Councilmember Willmus stated his agreement with Councilmembers McGehee <br /> and Laliberte and noted that additional funding identified during this discussion <br /> beyond that in the original draft presented by staff. Therefore, Councilmember <br /> Willmus stated his comfort in proceeding with staff s recommendation as present- <br /> ed, given the excess of$1 million the Park Dedication Fund at this time, and an- <br /> other decertified TIF District also in play. <br /> Subsequent to this additional discussion, Councilmember Etten withdrew his <br /> motion. <br /> Willmus moved, Etten seconded to go forward on funding sources and staff <br /> recommendation as presented. <br />
