Regular City Council Meeting <br /> Monday,August 14, 2017 <br /> Page 9 <br /> City Manager Trudgeon advised that funds had been held back by Mr. Brokke for <br /> the proposed park on Cleveland Avenue; but noted that no funds had yet been set <br /> aside for 1716 Marion Street as pointed out by Mayor Roe. <br /> Discussion ensued related to set-aside funds; annual CIP needs going forward; <br /> additional options for payback of the internal loan; compensation for differentials <br /> in operating costs; CIP needs outside of this proposed project; and confirmation <br /> by staff that the six new park facilities to-date had been incorporated into annual <br /> CIP projections. <br /> At the request of Councilmember Etten and Mayor Roe, staff was asked to pro- <br /> vide information on whether or not the Rosedale Center Park Dedication funds <br /> were included in the current balance or not to further inform this discussion. <br /> Recess <br /> Mayor Roe recessed the meeting at approximately 7:23 p.m., and reconvened at approximately <br /> 7:28 p.m. <br /> In response, Mr. Brokke clarified that the current Park Dedication Fund balance <br /> was $1.4 million; with $102,000 collected to-date on the Rosedale Center project, <br /> but not yet included in $1.3 million balance shown as available in the staff report <br /> in the packet. <br /> Given that additional information, Councilmember Etten stated that he would not <br /> feel comfortable leaving the SW Roseville Park Renewal Program funds un- <br /> marked nor the use of Park Dedication Fund funds for the clubhouse project at an <br /> additional $600,000 beyond that recommended by staff, but would support an in- <br /> crease in the proposed amount of the internal loan. If additional TIF or park dedi- <br /> cation fees come in, Councilmember Etten suggested that they immediately be <br /> applied toward that internal loan as soon as possible. <br /> Specific to funding of the proposed project, Etten moved, Roe seconded, direct- <br /> ing staff to reduce the Park Dedication Fund contribution to the project fund- <br /> ing by $500,000 and add that same amount to the proposed internal loan fund- <br /> ing. <br /> Councilmember Etten noted the many meetings in which he had participated in <br /> during the Park Renewal Program process and commitment made to SW Rose- <br /> ville residents to invest park monies in that area. Therefore, Councilmember Et- <br /> ten stated his difficulty in using those funds. While agreeable to use other Park <br /> Renewal Program dollars, Councilmember Etten stated that he was not willing to <br /> lose funds from the Park Dedication Fund in response to that commitment. <br /> Councilmember Willmus stated that his current concerns were with the proposed <br /> timeline and impacts that would require funding of any defined projects in SW <br /> Roseville at this time. Councilmember Willmus questioned if there were any is- <br /> sues that would allocating or reallocating monies for that specific use, and asked <br /> staff for additional information. <br />
