Regular City Council Meeting
Monday,August 14,2017
Page 14
Tim McILwain with HCM
Mr. McILwain advised that Alternate #3 is for an air conditioning unit specific to
the kitchen area to provide additional air at the kitchen hood/exhaust area to ad-
dress equalized pressure. As part of the base bid, Mr. McILwain advised that it
would provide direct air from outside, tempered in the winter for heat and not
cooled or dehumidified in the winter; with the additional $6,600 for an air condi-
tioner to do that to provide slight relief at the cooking station (Alternate#3).
At the request of Mayor Roe, Mr. McILwain advised that the additional unit had
been brought up as a nice amenity for that area as a benefit for staff or volunteers
working that area.
At the request of Councilmember Willmus, Mr. McILwain clarified that by not
having this additional unit, it would not cause a vacuum in the building.
At the request of Councilmember Laliberte, Mr. McILwain clarified that there
would be no impact to the remainder of the building if that additional humidity
was not removed through the additional unit.
Mayor Roe, in agreement with City Attorney Gaughan, stated that his preference
would be to consider Alternate #1 rejected and not accepted as an alternate; and
suggested that if savings could be found in the rest of the project more cost-
effective bird-safe glazing could be pursued. Mayor Roe further stated his prefer-
ence in not accepting Alternate #3 given the further explanation from Mr. McIL-
wain.
Councilmember Etten agreed that he couldn't support Alternate#3 after its further
explanation; and agreed that the glazing cost in Alternate #1 was high and if effi-
ciencies could be found as pointed out by Mayor Roe, perhaps glazing could be
considered subsequently on only some sides of the building, but not at that
amount. Councilmember Etten spoke in support of Alternate #2 and the use of
certified lumber; and suggested using an additional $100,000 in Park Dedication
fees.
The original motion was amended as follows:
McGehee moved, Willmus seconded, acceptance of ALTERNATE #2 (certified
lumber at a cost of$82,000) and rejection of Alternate #1 (bird friendly glass,
currently projected at$90,000 and rejection of Alternate #3 (exterior roof ma-
terials at a cost of$6,600)from the low bid as presented from Jorgenson Con-
struction.
Councilmember Willmus questioned whether the maker of the motion had a rec-
ommended funding source.
